ARTICLE VIII

Industrial District

§ 330-34 Purpose.

The railroad line that follows Connoquenessing Creek from Zelienople and then cuts through the western end of the Township has attracted some industrial activity to Franklin. Proximity to industry in Ellwood City and Zelienople has also helped. To balance its tax base, the Township should welcome new job-producing small nonretail businesses in selected locations where the impact on nearby or adjacent residential development and growth will be minimal and where good road access and, in some cases, rail access is available.

§ 330-35 Permitted uses.

A. 
Principal uses.
(1) 
Adult businesses, bakery, bottling works, brewery, building materials and construction equipment sales and manufacture, building components manufacture, cabinet making, custom carpentry and millwork, clothing, carpet, drapery, footwear and luggage manufacture, computer, computer chip and/or software manufacture, contractor's office and equipment and materials storage, dry cleaning and/or commercial laundry, electrical machinery and electric goods manufacturing and assembly, essential services, furniture manufacturing, hardware manufacturing, jewelry, timekeeping, optical or musical instrument manufacturing, machine tools, dies and jigs, pattern making and machinery manufacturing, manufacture, assembly and/or packaging of finished or semifinished products or components from parts or previously prepared materials produced elsewhere, printing, publishing, engraving or job printing, public transportation system garage and repair facility, public utility buildings, garages and storage yards, recycling center, rental of tools and equipment for construction and landscaping work, research laboratory, truck, tractor, trailer, farm equipment, recreational vehicle and motorcycle sales and service, used and scrap materials processing when conducted within an enclosed building with no on-site disposal, warehousing, storage and packaging, including self-storage facilities, wholesale business selling to other businesses, general farming and forestry.

B. 
Accessory uses.
(1) 
Parking lots, garages and truck servicing areas, railroad yards and switching areas, outdoor storage (see § 330-47J), dumpster or other trash storage area.

§ 330-36 Conditional uses.

A. 
Single-family detached dwelling (see § 330-45G) use similar to and compatible with those uses that are listed as permitted, telecommunications or cellular tower (see § 330-47D), overland public utility lines (see § 330-47E), salvage yard (see § 330-47G), extraction of minerals or soils (see § 330-47L).
B. 
Mineral extraction, subject to the standards and criteria attached.[1]

§ 330-37 Bulk and dimensional standards.

A. 
Minimum lot area.
(1) 
Single-family detached dwelling: 21,780 square feet.
(2) 
Any use with public sewers and water lines: 21,780 square feet.
(3) 
Any use without public sewers and water lines: 43,560 square feet.
B. 
Minimum lot width.
(1) 
All uses: 100 feet.
C. 
Minimum setback.
(1) 
Front yard: 50 feet.
(2) 
Side yard, each side: 10 feet.
(a) 
Abutting zones other than C or I: 20 feet.
(3) 
Side yard abutting street: 50 feet.
(4) 
Rear yard: 10 feet.
(a) 
Abutting zones other than C or I: 30 feet.
(5) 
Accessory building, side or rear: 10 feet.
D. 
Maximum height.

(1) 
All principal structures: 60 feet.
(2) 
All accessory structures: 30 feet. (Note: No accessory structure can exceed 75% of the height of the principal structure.)
E. 
Maximum lot coverage (all buildings on the lot).
(1) 
Total area occupied by buildings, divided by lot area: 45%.
(2) 
Accessory buildings as part of coverage total: 10%.
F. 
The setback distances contained in this section shall not apply to property in plans of subdivision recorded prior to the effective date of Chapter 275, Subdivision and Land Development. For such lots, the setback distances contained in Chapter 275, Subdivision and Land Development, of the Township's Code shall be in effect and shall supersede the setback distances contained in this chapter.
