CHAPTER 9B

PU/IB PUBLIC USE AND INSTITUTIONAL BUILDINGS DISTRICT

9-9B-1: PURPOSE:

The Public Use and Institutional Buildings District is intended to provide for attractive and well designed sites for public and institutional buildings in an environment characterized by controlled ingress and egress to streets and providing the screening and landscaping necessary to create a proper relationship with adjacent uses. This district also serves to create space for quasi-public amenities like art galleries, schools and museums. (Ord. 1313-10, 1-19-2010)

9-9B-2: PERMITTED USES:

The following uses may be permitted in a Public Use and Institutional Buildings District:
Museums and art galleries.
Off street parking and loading facilities, as regulated in chapter 11 of this title.
Public libraries.
Signs, as regulated in chapter 12 of this title. (Ord. 1313-10, 1-19-2010)

9-9B-3: SPECIAL USES:

The following uses may be allowed by special use permit:
Cemeteries, including crematories and mausoleums in conjunction therewith.
Churches, or other houses of worship.
Daycare center when incidental to and located within a use or building as a part of a public or private school.
Public schools, elementary and high; and private schools having the same curriculum as ordinarily given in the public schools; provided, that no rooms shall be regularly used for housing or sleeping purposes.
Religious institutions and not for profit organizations with sleeping quarters, whether temporary or permanent, and other incidental uses such as rectories, seminaries, convents, monasteries or other accessory uses required or desired for operation.
Signs, electronic message, provided:
   A.   Four (4) or more distinct and separate uses are active on the subject property.
   B.   Existing signs for each of the uses shall be consolidated into one electronic message sign, except that directional signs shall not be included in the consolidation requirement.
   C.   Consolidated electronic message sign shall conform with applicable regulations in chapter 12 of this title and specifically section 9-12-8 of this title, except that:
      1.   Only one electronic message sign shall be permitted on the subject property;
      2.   Sign shall have a maximum of two (2) sides/faces; that is, no three-sided signs;
      3.   The sign face on each side shall not exceed fifty (50) square feet; however the electronic message sign portion of the sign face shall not exceed twenty five (25) square feet; and
      4.   Height of the sign shall not exceed ten feet (10') from the finished grade to the top of the sign.
   D.   Consolidated electronic message sign shall have the following requirements:
      1.   Sign shall be a monument sign, but may be designed and installed with architectural features at the discretion of the Village Board;
      2.   Signs shall be illuminated in accordance with the provisions outlined in Section 9-12;
      3.   Reserved;
      4.   Sign messages shall not change more frequently than once every thirty (30) minutes. The change or transition shall be a full screen replacement without fading, motion or other action techniques;
      5.   Sign shall not contain pictures, graphics or images;
      6.   Sign shall only contain lettering or written messages;
      7.   Sign color shall only be white or amber;
      8.   Sign messages shall not contain movement, flashing, animation, scrolling, or other attention-getting techniques; and
      9.   Sign lighting, brightness and color shall remain constant within a message and between messages. (Ord. 1313-10, 1-19-2010; amd. Ord. 1760-17, 5-8-2017; Ord. 1965-19, 9-23-2019)

9-9B-5: SITE AND STRUCTURE REQUIREMENTS:

   A.   Lot Size Requirements: The minimum lot size required in the PU/IB Public Uses and Institutional Buildings District is eighty thousand (80,000) square feet.
   B.   Lot Width: The minimum lot width for the PU/IB Public Uses and Institutional Buildings District is two hundred fifty feet (250') as measured at the required front yard setback line.
   C.   Yard Requirements: The minimum yard requirements in the PU/IB Public Uses and Institutional Buildings District shall be as follows:

   D.   Landscape Plan: Except as may be otherwise provided for and in addition to the requirements as may be found in this Code, the developer shall submit a landscape plan to the Planning, Building and Zoning Commission and Board of Trustees for review and approval as a part of the development review process.
   E.   Maximum Lot Coverage: No more than sixty percent (60%) of the lot shall be covered by an impervious surface, including the principal building and any accessory building or use including parking lots and structures, except that where decorative pavers are used, the amount of impervious surface may be increased to sixty five percent (65%), provided the developer submits an overall design for review and recommendation by the Planning, Building and Zoning Commission and approval by the Board of Trustees.
   F.   Building Height: The maximum building height shall be two and one-half (21/2) stories or forty feet (40') including rooftop equipment, whichever is lower for principal structures and twenty feet (20') for an accessory building.
   G.   Floor Area Ratio: The maximum floor area ratio (FAR) in the district for a structure shall be 0.40.
   H.   Site Plan Requirements: A site plan review by the Planning, Building and Zoning Commission and approval by the Board of Trustees is required for both permitted and special use development. (Ord. 1313-10, 1-19-2010)
