The OS open space district is intended to encourage the use of land for open space preservation and enhancement; to protect the public health, safety, comfort and welfare and reduce the financial burdens imposed on the village and its individuals which may result from improper use of lands which may be subjected to periodic flooding or erosion or areas with a potential for generating sedimentation; to protect natural resources such as woodlands and wildlife areas, wetlands and marshes with which constitute water retention or recharge areas; to preserve or provide for scenic vistas; and to provide for recreational activities and areas of educational value. It is intended to be applied to publicly held lands, or those which have been voluntarily limited to such uses by special permit, covenant, easement or dedication. (Ord. 1421-12, 11-19-2012)
9-9-2: PERMITTED USES:
The following uses are permitted uses:
Agricultural uses including farming but not permitting grazing and livestock raising.
Botanical, flower gardens, community gardens, and environmental features such as prairies and wetlands.
Facilities such as warming houses or restroom facilities that support open space uses.
Hiking and bicycle trails.
Open type public and private recreational facilities, such as public parks, playgrounds, gazebos, athletic fields, pavilions, picnic shelters, forest preserves, golf courses, golf driving ranges, recreational lakes and other similar recreational uses subject to all other provisions of this title.
Public utility rights of way.
Railroad rights of way and trackage.

The following uses may be allowed by special use:
Open type uses, such as loading and unloading areas and parking lots.

In the OS open space district, the following conditions of use shall pertain:
A. All permitted and special uses shall be subject to review and recommendation by the planning, building and zoning commission, and approval by the village board, and to such conditions as may be stipulated to protect the public interest.
B. All stormwater functions must be permitted in compliance with Lake County stormwater management. (Ord. 1421-12, 11-19-2012)
