12.70.050 Parking Lot Design And Maintenance

(a)   Parking Lot Locations. Off-street parking spaces as required in this chapter shall be located on the same lot as the main building or, in the case of buildings used for purposes other than dwellings, may be located no farther than five hundred feet (500’) therefrom. When reviewing a land use application, the Land Use Authority shall review the placement of building and parking elements based on the following factors:

●       Relationship to other buildings both horizontally and vertically.

●       Natural land features, such as slopes or trees.

●       Physical features such as rail lines and controlled ingress and egress.

●       Visibility from vehicular approaches and distant highways.

●       Type of use and structure.

●       Building height.

(b)   Parking Lot Standards. Every parcel of land hereafter used as a public parking area shall be paved with an asphalt or concrete surface and shall have appropriate bumper guards or curbs where needed, as determined by the Zoning Administrator or designee, to protect adjacent property owners or persons using a sidewalk. Catch basins and drains shall be provided to collect surface drainage of all paved areas according to the City’s design standards. Surface drainage is not allowed across pedestrian walkways.

(c)   Connection Of Interior Parking Lots Required. Parking lots within any development shall be required to provide interior access to adjacent parking lots and interior private roadways. Whenever new developments are being constructed adjacent to existing businesses or developments the proposed development shall be required to join existing drives and parking lots at property lines. Whenever new developments are proposed adjacent to undeveloped lands or underdeveloped businesses or developments the proposed development shall be required to construct connections, which will allow the future joining of future roads or parking lots. All access between interior lots and roads shall be open to the public for customer parking and access.

(d)   Additional Provisions. The design and maintenance of off-street parking facilities shall be subject to the following provisions:

(a)   Each parking space shall encompass not less than one hundred and eighty (180) square feet of area. Each parking space shall be not less than nine feet (9’) wide by twenty feet (20’) in length, the width being measured at a right angle to the side lines of the parking space.

(b)   All off-street parking spaces and associated access lanes shall be effectively screened on any side when abutting any property in a residential zone or residential use by a masonry wall or fence not less than four feet (4’) tall nor more than seven feet (7’) high, except that hedge-row shrubs may be used in place of the wall or fence provided the hedge is continuous along adjoining property and at maturity (i.e. within five (5) years) is not less than five feet (5’) nor more than seven feet (7’) high. Hedge-row shrubs used in lieu of a masonry wall or fence shall be maintained and replaced where and whenever necessary. Should the hedge-row shrubs not be maintained as an effective screen to adjacent residential zones or uses, the City shall require their removal and replacement by a masonry wall or fence as described above at the owner’s expense. Front yard and corner lot fences or plantings shall maintain the height requirements of their respective zones.

(c)   All parking lot lighting and signs shall conform to the requirements set forth in this title.
