54 PERFORMANCE STANDARDS

§ 17.54.010 Generally.

The standards in Section 17.54.020 through Section 17.54.060 shall apply in the maintenance and construction of all mobile home courts and trailer courts.

§ 17.54.020 Minimum building site.

Minimum building site and lot widths required shall be as follows:
(a) 
R-4 district. Minimum building site not less than five acres. Building site width not less than two hundred feet;
(b) 
H-S district. Minimum building site not less than three acres. Building site width not less than two hundred feet.

§ 17.54.030 Density.

Maximum density shall be as follows:
(a) 
R-4 district. Not more than ten mobile home or trailer court spaces shall be provided on each acre of gross area of the facility.
(b) 
H-S district. No more than twelve mobile home or trailer court spaces shall be provided on each acre of gross area of mobile home park or trailer court.

§ 17.54.040 Open area per space.

Recreation or open space shall be provided for each mobile home park or trailer court of at least one thousand square feet plus one hundred fifty square feet for each mobile home space or trailer court space over ten. This open space may be used in more than one location, but no location shall contain less than one thousand square feet of area. Each recreational and open space shall be accessible to all of the mobile home or trailer court spaces in the facility and shall not be used for any other purpose.

§ 17.54.050 Development standards.

All development in any mobile home park or trailer court shall comply with the following standards:
(1) 
Internal streets within the mobile home or trailer parks shall not be less than thirty feet in width, and shall be improved and maintained according to the improvement standards adopted by the city.
(2) 
All trash and garbage collection areas shall be surrounded on at least three sides by a solid fence at least five feet in height and shall have adequate access for collection of vehicles. All points of vehicular access to and from public streets shall be approved by the city engineer.
(3) 
Fences and Walls. A solid fence not less than six feet in height shall be placed and maintained on property lines forming a common boundary of a mobile home or trailer park abutting property lines other than the owner’s.
(4) 
Access. Mobile home and trailer parks must be served from internal streets within the mobile home or trailer park, and there shall be no direct access from a mobile home space or trailer space to a public street or road.
(5) 
Signs. Not more than one sign for each entrance to a public street from a mobile home park or trailer court shall be constructed. In R-4 districts such signs shall not exceed twenty square feet in area or eight feet in height above the ground and must be parallel to the property line. If illuminated, it shall be by indirect lighting. In the H-S district, such sign shall not exceed seventy-five square feet in area or twenty-five feet in height from the ground, nor more than ten feet to the entrance from the public street to the mobile home or trailer park.
(6) 
Maximum Allowable Height. The maximum allowable building or structural heights servicing the mobile home or trailer court shall be thirty-five feet.

§ 17.54.060 Minimum yards required.

(1) 
No mobile home or trailer space shall be located closer than twenty feet from the property line when said line is a public street.
(2) 
No mobile home or trailer space shall be closer than five feet from any other portion of the property line of said mobile home or trailer park.
(3) 
No mobile home or trailer space shall be placed closer than five feet from its side lot line or spaced boundary line.

§ 17.54.200 Building site standards.

Any mobile home permitted on any building site shall meet the following standards:
(a) 
Mobile homes of not less than six hundred square feet of living area as the same is defined by the Health and Safety Code of the state of California and bearing the seal of the Department of Housing and Committee Development of the state of California;
(b) 
Skirting shall be required conforming to the Division of Housing and Building Standards around the entire perimeter of the mobile home;
(c) 
A minimum of one hundred twenty square feet of metal patio awning shall be required, securely anchored and bearing the insignia of the Division of Housing and Building Standards;
(d) 
Side setbacks of ten feet shall be provided and maintained for public safety;
(e) 
Landscaping. A minimum twenty percent of the gross area of the building site shall be planted and maintained as a consideration of any permit.
