Whenever this title prescribes that a public hearing shall be held on the applications for variance, use permits, or amendments to this title, notice thereof shall be given as provided in this chapter.

Notices of public hearings on applications for variance, use permits, appeals and amendments to this title, changing the boundaries of any district, shall be given by the body conducting such hearings in the manner prescribed by state law.

Notices of public hearings on matters other than as specified in Section 17.68.020 shall be given by the body conducting such hearing by publication in a newspaper of general circulation in the city at least ten days before the hearing.

Upon giving notice as provided for in Section 17.68.020 or publication of notices as provided in Section 17.68.030, the secretary of the planning commission, if the hearing is held by the planning commission, or the city clerk if the hearing is held by the city council, shall cause an affidavit of such mailing or publication to be filed in the permanent records of the particular proceedings to which such notices pertain.
