Every part of a required yard shall be open to the sky, unobstructed by any structure, except for the projection of sills, belt course, and cornices which do not exceed 12 inches. Ornamental structures, hedges, play structures (with the exception of playhouses), mass plantings (non-trees), and handrails which do not obstruct vision from or within the public right-of-way are permitted.
