Administration

Section 405.780 Enforcement.

The Board of Aldermen shall appoint an Administrative Officer and necessary assistants and it shall be the duty of the said officer to enforce this Chapter. It shall also be his/her duty to examine all applications for certificates and permits, issue certificates and permits for construction and the establishment of uses which are in accordance with the requirements of this Chapter, record, and file all applications for certificates and permits, with accompanying plans and documents and make such reports as the Board of Aldermen or the Board of Adjustment may require. Certificates and permits for construction and uses which are a special exception or variance to requirements of this Chapter shall be issued only upon order by the Board of Adjustment or Board of Aldermen, as applicable. The Administrative Officer shall have the authority to enter upon the premises for inspection purposes.

Section 405.790 Zoning Permit Required.

A zoning permit shall be obtained from the Administrative Officer before starting or proceeding with the erection, construction, placing, moving in, or the structural alteration of a building, structure, or dwelling, whether permanent or temporary.

Section 405.800 Fees.

A fee for the issuance of the said application for a zoning permit shall be here paid to the City at the office of the City Clerk at the time of application. The application fee shall be as follows, and is non-refundable whether a permit is granted or not:
Fifteen dollars ($15.00) for an open structure.
Thirty dollars ($30.00) for an enclosed structure.

Section 405.810 Issuance Of Certificates.

The Administrative Officer shall issue, within fourteen (14) days of the completed application, a written zoning permit or occupancy certificate or denial thereof with reasons in writing. Except where an extension of time has been obtained, in writing, from the Administrative Officer, permits hereafter issued shall expire within one hundred eighty (180) days if a substantial beginning has not been made in the construction.

Section 405.820 Amendment Application Fee.

The party or parties petitioning for a zoning amendment as herein described shall be responsible for all costs associated with the procedure, and before any action shall be taken, a non-refundable deposit shall be made with the City Treasurer for the sum of twenty-five dollars ($25.00) to cover the approximate costs of this procedure, and under no conditions shall the said sum, or any part thereof, be refunded for the failure of the said amendment to be enacted into law, or if petitioner decides to cancel the procedure at any stage of the process.
