Within any B-3 District, a building, structure, or lot shall only be used for one or more of the following permitted uses, except as provided in Section 160-20 Special Exception Uses, and Section 160-30 Accessory Uses, and Section 260 Nonconforming Uses and Nonconforming Buildings or Structures. For all listed uses, the site plan shall be submitted and reviewed pursuant to Section 280-60. The maximum floor area per establishment, except for a public or semi-public building or structure, shall not exceed 20,000 sq. ft. in this B-3 District.
Within any B-3 District, the following accessory uses shall be permitted, subject to the applicable provisions of Section 230:

Build to Line. Any new building or development shall be constructed within ten (10) feet of the front lot line. In the case of a corner lot that has frontage on two (2) intersecting streets, the building shall be constructed within ten (10) feet of both lot lines fronting along the street. Notwithstanding this maximum setback restriction, buildings having front plazas or courtyards designed with landscaping, streetscape elements and pedestrian amenities to accommodate outdoor dining, pocket parks, sculptures or monument features may be set back up to fifteen (15) feet from the front lot line for the entire building width or up to twenty (20) feet for fifty (50) percent of the building width.
