Parking
The minimum number of off-street parking spaces to be provided shall be determined in accordance with the following:
Before the granting of a building permit for any new building or structure, or for any enlargement thereof or a change of use, the party developing required off-street parking areas shall submit to the City Council for approval a plan showing the adjacent streets, proposed circulation of traffic, proposed drainage, lighting and landscaping, fencing and screen plantings, and the number and location of parking stalls. The minimum number of off-street parking spaces to be provided shall be determined in accordance with the following:
A. Bank, dental or medical clinic, business or professional office: | One (1) per three hundred (300) square feet of building floor area. |
B. Church, mortuary, funeral home: | One (1) per each four (4) seats or nave and one (1) per four hundred (400) square feet of meeting room. |
C. Dance, Exhibition, or assembly hall: | One (1) per seventy-five (75) square feet of building floor area. |
D. Drive-in restaurant, etc.: | One (1) per seventy-five (75) square feet of building floor area. |
E. Residential uses: | Two (2) per dwelling of which one must be fully enclosed and attached to the dwelling unit. |
F. Grocery store or shopping area under 2,000 square feet: | One (1) per two hundred fifty (250) square feet of building floor area. |
G. Grocery store or shopping area over two thousand (2,000) square feet but under 5,000 square feet of building area: | One (1) per three hundred (300) square feet of building area. |
H. Manufacturing, research and testing laboratories, food processors, cold storage, machine shops, lumberyards: | One and one-half (1 1/2) per each two (2) employees on the largest shift. |
I. Other retail establishments not otherwise listed: | One (1) per four hundred (400) square feet of first two thousand (2,000) square feet of building floor area and one (1) per five hundred (500) square feet thereabove. |
J. Restaurant, etc.: | One (1) per one hundred (100) square feet of building floor area. |
K. Wholesale store, warehouse or storage building: | One (1) per each employee, minimum two (2). |
L. Mixed use or other use not listed: | As established by the City Council. |

All required off-street parking areas shall be graded and surfaced to a standard as determined by the City Council and shall be developed and completed to the required standards before a certificate of occupancy for the building is issued. All traffic control devices such as parking stripes, designated car stalls, directional arrows or signs, bull rails, curbs and other developments shall be installed and completed as shown on the approved plans. Where pedestrian walks are used in parking lots for the use of foot traffic only, they shall be curbed or raised six (6") inches above the lot surface.
Ingress and egress to the parking areas shall be provided at locations approved by the City Council.
When off-street parking is provided in the rear of a building and a driveway or land along side the building provides access to the rear parking area, such driveway shall have a minimum width of fourteen feet (14') and a three (3') foot minimum width sidewalk adjoining the building, curbed or raised six (6") inches above the driveway surface.
One-way parking area access driveways shall not be less than fourteen feet (14') in width; two-way parking area access driveways shall not be less than twenty-four feet (24') in width.

Notwithstanding the required parking area dimensions above, not more than twenty-five percent (25%) of the total required number of spaces may be for compact cars only, which spaces need only be at least eight feet (8') wide and sixteen feet (16') long. [Ord. 195 §42, 1980.]
Any parking lot containing twenty (20) or more spaces shall be effectively screened around its perimeter by an acceptable wall, fence or planted screen. Such wall, fence or planted screen shall not be more than three feet (3') in height and shall be of a design approved by the City Council. Not less than eight percent (8%) of the gross square footage of the parking area shall be landscaped. [Ord. 195 §43, 1980.]
An off-street loading space having access to a street shall be required adjacent to each building hereafter erected or enlarged, if the use of such building entails incoming or outgoing deliveries or shipments. Such loading space shall be of adequate size to accommodate the number and size of vehicles simultaneously loaded or unloaded in connection with the business conducted in such building. No part of the loading vehicle shall extend into the street pavement when using the loading space. [Ord. 195 §44, 1980.]
Off-street parking of recreational vehicles shall be consistent with the following:
A. No more than two recreational vehicles shall be parked on the lot of an existing residence unless within an enclosed structure, except where the City Clerk has been notified in advance, such as for a family reunion.
B. Except as allowed pursuant to subsection (C), below, no recreational vehicle legally parked on the lot of an existing residence may be used for human occupancy for a period of time exceeding thirty (30) days unless special permission for such occupancy is granted by the City Council.
C. A recreational vehicle may be placed on a site and occupied during construction of a permanent residence where such construction is authorized pursuant to an active City building permit for a period not to exceed six (6) months. Any extension of this time limit must be approved by the City Council, and no more than one extension is allowed for a total time of twelve (12) months. Following the completion of construction or final occupancy, whichever is sooner, the parking and occupancy of any such recreational vehicle shall be consistent with this section.
