CHAPTER 17

24 - B-3 BUSINESS AND WHOLESALE DISTRICT

17.24.010 - Purpose.

The B-3 district is established primarily to furnish areas for a wide variety of necessary services, wholesale establishments, and other business uses which would be incompatible with the uses permitted in the B-1 and B-2 districts.

17.24.020 - Permitted uses.

The following business uses and service establishments are permitted, provided they are conducted wholly within an enclosed building, except for off-street parking or loading facilities and except for establishments of the drive-in type offering goods and services directly to customers waiting in parked vehicles, and except where specified below as permitted on an open lot.

1.

Any use permitted in the B-2 general retail business district;

2.

Agricultural implement sales and services;

3.

Automobile washing, including the use of mechanical conveyors, blowers and steam cleaning;

4.

Automobile sales, within a building only;

5.

Blueprinting and duplicating establishments;

6.

Boat showrooms, sales and services;

7.

Building materials sales, when conducted wholly within a building;

8.

Catering establishments;

9.

Commercial and industrial glazing establishments;

10.

Contractors' offices and shops, where no fabricating is done on the premises and where all storage of material and equipment is within a building;

11.

Exterminating shops;

12.

Feed, seed and farm supply stores, wholesale and retail;

13.

Greenhouses;

14.

Heating and air-conditioning shops (fabricating and assembly);

15.

Live bait shops;

16.

Monument sales, but not including cutting or grinding of stones or other material, on an open lot or within a building;

17.

Plumbing, heating and roofing supply shops;

18.

Processing or assembly limited to the following, provided that space occupied in a building does not exceed five hundred forty square meters (six thousand square feet) of total floor space and basement space, and not including stairwells or elevator shafts; and providing such processing or assembly can be conducted without noise, vibration, odor, dust, smoke, or any other conditions which might be disturbing to occupants of adjacent buildings. When manufacturing operations of the same or similar products demand space exceeding five hundred forty square meters (six thousand square feet), they shall then be located in the M-1 manufacturing district:

Awning, venetian blind and window shades,

c.

Brushes and brooms,

d.

Bakeries, wholesale,

e.

Cosmetics, drugs and perfumes,

f.

Electrical equipment appliances,

g.

Food processing, packaging, distribution and catering,

h.

Jewelry,

i.

Medical and dental supplies,

j.

Optical goods and equipment,

k.

Scientific and precision instruments,

l.

Restaurants,

m.

Trailer sales or rental (including mobile homes and camp trailers) business on an open lot or within a building, not including occupancy of trailers,

n.

Accessory uses, including off-street parking and loading facilities, as permitted or required in Chapter 17.44.

17.24.030 - Special uses.

A.

Any use which may be allowed as a special use in the B-1 and B-2 districts, unless already permitted under Section 17.24.020;

B.

Beverages, bottling and distributing;

C.

Bookbinding, printing, publishing and issuing of periodicals, books, stationery and other reading matter;

D.

Catering, limited to secondary use or when found to have economic compatibility with other established uses on adjoining property;

E.

Cemeteries, crematories or mausoleums;

F.

Hotels and motels;

G.

Motorcycle sales and repairs;

H.

Patternmaking;

I.

Outdoor amusement establishments, fairgrounds, golf practicing ranges, miniature golf, carnivals, circuses, race tracks, kiddie parks and other similar amusement centers and including places of assembly devoted thereto, such as stadiums and areas;

J.

Outdoor storage of industrial, commercial or residential equipment and vehicles;

K.

Retail or service business establishments in buildings of two hundred twenty-five square feet or less;

L.

Stables, public, including the using of horses for public rental or livery purposes, including but not limited to instructional purposes such as so-called riding academies or the like, but subject in all other particulars to the provisions of Section 17.20.030 applicable to public stables;

M.

Tattoo, body piercing and similar personal service shops;

N.

Used passenger automobile sales on an open lot or within a building;

O.

Cabinet shops, construction and sale of cabinets or other similar woodworking types of businesses (which do not require more than 6,000 square feet of building to operate) provided all activities are conducted within building areas equipped with facilities which will prevent the escape of fumes or noise.

17.24.040 - Yards.

The yard regulations shall be the same as required in the B-1 limited retail business district.

17.24.050 - Signs.

Signs shall be as permitted in Chapter 17.42.

17.24.060 - Off-street parking and loading.

Parking and loading facilities shall be provided as required or permitted in Chapter 17.44.

17.24.070 - Floor area ratio and lot coverage.

Maximum floor area ratio and lot coverage shall be as follows:
