Under the provisions of this comprehensive amendment there shall be a chairman and eight (8) other members to be appointed by the mayor, by and with the consent of the city council.

The zoning board of appeals is vested with the following jurisdiction and authority:

A.

To hear and decide an appeal from an administrative order, requirement or determination made by the building commissioner under this title;

B.

To hear or decide all other matters referred to it upon which it is required to decide under this title;

C.

The concurring vote of the majority of the members present of the zoning board of appeals shall be necessary to reverse any order, requirement, decision or determination of the building commissioner, or to decide in favor of the applicant any matter upon which it is required to pass under this title.
