Certificates for the continued occupancy of nonconforming uses existing at the time of passage of the ordinance codified in this title, or made nonconforming by the ordinance codified in this title, shall state that the use is a nonconforming one and does not conform with the provisions of this title. The building commissioner shall notify the owners of the property being used as a nonconforming use and shall furnish said owner with a certificate of occupancy for such nonconforming use.
