1527.- "PRES" PRESERVATION DISTRICT
The "PRES" Preservation District is specifically designated for those drainageways and floodways where development shall be prohibited for health, safety, and general welfare purposes. Areas of the City for which this zoning category is appropriate are designated on the Land Use Plan Map as Preservation (P).

No residential development is permitted in the "PRES" Preservation District.

No building or land in the "PRES" District shall be used, and no building shall be hereafter erected, structurally altered or enlarged, except for the permitted and conditional uses listed below. The uses listed as conditional uses below may be permitted if their site locations and proposed development site plans are first approved, as provided in the procedure for approval of conditional uses under Section 18-1531, "Conditional Use Regulations", of this Article. Preliminary site plan approval by the City Council shall be required for all lands zoned "PRES" Preservation, in accordance with the provisions of Section 18-1540, "Preliminary Site Plan Requirements."
Permitted (P) and conditional (C) uses shall be subject to the conditions established in the following Table 18-1527.3 and other applicable conditions of this district and Article.

The City Council shall establish appropriate safeguards for each lot zoned PRES District to ensure that the proposed use, and design of property improvements adequately meet the intent and requirements of these regulations and are harmonious to the adjacent uses and to the area. In addition, the following maximum intensity standards shall apply:
(A)
MAXIMUM LOT COVERAGE. Ten (10) percent.
(B)
MAXIMUM FLOOR AREA RATIO. Five hundredths (0.05).

FENCES. See Section 18-1530.10, "Fences, Walls and Hedges" for fence regulations and setbacks.
(B)
LANDSCAPING AND BUFFERING. See Section 18-1533, "Landscaping Regulations."

Land zoned "PRES" may be used to meet landscaping and open space requirements of an abutting district on the same lot.

Land zoned "PRES" shall not be altered except to remove those trees specifically exempted under the provisions of Article 4, Section 18-412 of the Land Development Code (Australian Pine, Brazilian Pepper and Punk trees).

(D)
DUMPSTER ENCLOSURES (See Section 18-1530.20, "Dumpsters"), AND ALSO SUPPLEMENTAL USE REGULATIONS (See Section 18-1530, "Accessory Use and Supplementary District Regulations").

OFF-STREET PARKING AND LOADING. See Section 18-1532, "Parking and Loading Regulations."

PRELIMINARY SITE PLAN APPROVAL REQUIREMENTS. For all lands zoned "PRES" Preservation, City Council will review and approve a preliminary site plan in accordance with the procedures and requirements of Section 18-1540, "Preliminary Site Plan Requirements." The City Council may prescribe appropriate conditions and safeguards in conformity with this Article, including the installation of additional buffering in order to reduce or eliminate the adverse impact of the proposed use upon the adjacent uses and to the area. Minor amendments to site plans approved by City Council may be approved by the City Manager or his designee.
