PUBLIC NOTICE SIGNING
Signs shall be posted on sites which are the subject of certain development proposals and/or certain amendments to City land use regulations, in addition to other notification procedures in accordance with the following:
Subd. 1.
Announcement signs shall be designed, acquired, maintained, installed, and removed by the City. Materials and procedures necessary to implement this section shall be procured and implemented under the direction of the Zoning Administrator.
Subd. 2.
An administrative fee shall be established in the City Code Fee Schedule and shall be charged to cover the costs of installing and removing the signs. A new fee shall be charged each time a sign is required, and the fee shall be paid for each sign to be placed on the property.
Subd. 3.
The signs shall be installed on all sites involving the following: proposed amendment of the Land Use Guide Plan Classification; proposed amendment of zoning classification; and applications for preliminary plats. This requirement is applicable regardless of the existing or proposed zoning classification.
Subd. 4.
Signs shall be installed on all non-residential sites that are located within 500 lineal feet of any residential property and are the subject of any of the following applications: variance, conditional use permit, interim use permit, or major site plan including amendments thereto. For the purpose of this Section, "residential property" shall include all properties within any RSF or RMF zoning district, and any property within the FRD zoning district that is designated for residential uses by the Land Use Guide Plan of the Comprehensive Plan.

Subd. 5.
Signs required by this section shall be posted on the site so to be visible to the general public as early following submission of a complete application as practical, but at least ten (10) calendar days prior to the scheduled consideration by the Planning Commission. The signs shall be removed following the final City action on the application.
Subd. 6.
A minimum of one sign shall be placed on the site for each street frontage of the property. The Zoning Administrator shall have the authority to require additional signs if necessary to provide adequate visibility of signage.
Subd. 7.
Failure to install signs shall not invalidate any such proceedings as set forth within this Chapter.
