State University District
Principal uses permitted in the WSU District are listed in the Use Chart, PCC 17.70.030.
The Washington State University (WSU) District is to:
(1) furnish areas for the location of university services and facilities to promote WSU’s goal of excellence in higher education; and
(2) encourage cooperation between the City and WSU in planning the physical development of the community. (Ord. 25-08 §1 (Att. A), 2025).
Principal uses permitted in the WSU District are listed in the Use Chart, PCC 17.70.030. (Ord. 25-08 §1 (Att. A), 2025).
Given that WSU maintains a capital planning and development operation to administer its own university development standards, no specific development standards are described in this Title for the WSU zoning district. Furthermore, none of the standards contained in the following Chapters will apply to the WSU zoning district:
(1) Chapter 17.35 PCC, Exceptions and Special Provisions Pertaining to Uses, Development Regulations, and Performance Standards.
(2) Chapter 17.40 PCC, Off-street Parking and Loading.
(3) Chapter 17.45 PCC, Landscaping and Screening.
(4) Chapter 17.50 PCC, Sign Regulations.
(5) Chapter 17.55 PCC, Home Occupations.
(6) Chapter 16.60 PCC, Floodplain Management District.
(7) Chapter 17.105 PCC, Manufactured Homes, Tiny Homes, Recreational Vehicles, and Trailers.

(10) Chapter 17.135 PCC, Site Plan Review. (Ord. 25-08 §1 (Att. A), 2025).
The Commission should invite an appropriate representative(s) from WSU to participate in a public meeting at least once every other year to provide updates on City and WSU land use plans and discuss other efforts to promote orderly development in the community. Following this public meeting, the Commission may recommend appropriate action to the Council to further this Title. (Ord. 25-08 §1 (Att. A), 2025; Ord. 03-38 §1, 2003; Ord. 03-33 §74, 2003).
