The Commission will review proposed changes to the existing Plan and proposed new elements of the Plan, or a new Plan, as provided in PCC 17.180.030, using the findings and criteria as stated in this Chapter as the basis for its review and recommendation.
This Chapter is to establish procedures and describe criteria for considering proposed amendments to the existing Comprehensive Plan (Plan), or the adoption of a new plan. (Ord. 25-08 §1 (Att. A), 2025; Ord. 87-9 §1, 1987).
The Commission will review proposed changes to the existing Plan and proposed new elements of the Plan, or a new Plan, as provided in PCC 17.180.030, using the findings and criteria as stated in this Chapter as the basis for its review and recommendation. (Ord. 25-08 §1 (Att. A), 2025; Ord. 87-9 §1, 1987).
The Commission and Council will consider the following factors when reviewing proposed amendments to the Plan or the adoption of a new Plan:
(1) the effect upon the physical environment;
(2) the effect upon the economic environment;
(3) the effect upon the social environment;
(4) the effect on open space, streams, and rivers;
(5) the compatibility with and impact on adjacent land uses and surrounding neighborhoods;
(6) the adequacy of and impact on community facilities including utilities, roads, public transportation, parks, recreation, and schools;
(7) the benefit to the neighborhood, city, and region;
(8) the quantity and location of land planned for the proposed land use type and density;
(9) the current and projected population density in the area proposed to be changed and the surrounding area; and
(10) the effect of the proposed change upon other aspects of the Plan. (Ord. 25-08 §1 (Att. A), 2025; Ord. 87-9 §1, 1987).
A proposed change to the Plan may be approved only if each of the following general findings can be made:
(1) the proposed change would promote the public health, safety, or welfare;
(2) the proposed change would be a benefit to the residents of the City. (Ord. 25-08 §1 (Att. A), 2025; Ord. 87-9 §1, 1987).
Upon completion of a hearing, the Commission will transmit a copy of its recommendation to the Council through the Office of the Mayor, who will acknowledge receipt thereof and direct the Director of Finance and Administrative Services to certify thereon the date of receipt. (Ord. 25-08 §1 (Att. A), 2025; Ord. 87-9 §1, 1987).
(1) The Council must within 60 days from its receipt of the recommendation concerning the proposed change to the Plan hold a public meeting. The Council, within 90 days of the conclusion of the public meeting, must vote to:
(a) approve the change to the Plan by adopting an appropriate resolution;
(b) modify and approve, as modified, the change to the Plan by adopting an appropriate resolution;
(c) disapprove the change to the Plan by adopting an appropriate resolution; or
(d) refer the proposed change back to the Commission for further proceedings, in which case the Council will specify the time within which the Commission will report back to the Council its findings and recommendations on the matters referred to it.
(2) The final form and content of the changes to the Comprehensive Plan will be determined by the Council.
(3) An affirmative vote of at least a majority of the total members of the Council will be required for the adoption of a resolution to approve the Plan or any amendments thereto. (Ord. 25-08 §1 (Att. A), 2025; Ord. 03-33 §45, 2003; Ord. 87-9 §1, 1987).
The Official Comprehensive Plan Map and any amendments thereto will be certified by the Director of Finance and Administrative Services, kept in the Department of Community Development, and updated by the Director of Community Development. No procedural irregularity or informality in the consideration, hearing, and development of the Plan, amendments thereto, or any of its elements, will affect the validity of this Title or any amendments thereto. (Ord. 25-08 §1 (Att. A), 2025; Ord. 87-9 §1, 1987).
