200 - ESTABLISHMENT OF ZONING DISTRICTS AND MAPS

18.200.010 - Classification of zoning districts.

For the purposes of the RDC, the city is divided into zoning districts which correspond with RUACP plan designations, and which are designated as follows:

18.200.020 - Original maps.

The designations, locations and boundaries of the districts set forth in this chapter, shall be shown on the zoning maps of the city of Ridgefield, Washington. The maps are adopted and made a part of this title. The signed copies of the zoning maps containing the zoning districts designated at the time of adoption of the ordinance codified in this chapter shall be maintained without change on file in the office of the city clerk. Any land or property not specifically identified with a zone designation shall be considered to be zoned consistent with its respective RUACP designation.

18.200.030 - Revised maps.

The city council may, from time to time, direct the planning director to replace all or part of the official zoning map(s), which include all lawful changes of zone to date. Such maps shall bear dated, authenticating signatures of the mayor and planning director. The city clerk shall retain replaced zoning maps in a separate file at the city hall. The planning director shall endorse revisions to the official zoning maps, so that they accurately portray changes of zone boundaries and the location of conditional use permits and planned unit developments. Any revisions or replacements of said maps, when duly entered, signed and filed with the city clerk as authorized by this chapter, are part of this title.

18.200.040 - Copies of maps.

Copies of up-to-date maps shall be available for public inspection at the Ridgefield city hall and at the office of the city planning director. The city may charge for the sale and distribution of the maps.

18.200.050 - Interpretation of district boundaries.

The zoning map indicates district boundary lines. The review authority shall consult the RUACP whenever uncertainty exists as to boundaries of a district shown on the zoning map. If uncertainty remains, the following rules shall apply:

A.

Wherever the zone boundary is indicated as being along or approximately along a street, alley, the centerline of a block, or a property line, then, unless otherwise definitely indicated on the maps, the centerline of the street, alley or block, or the property line, shall be construed to be the boundary of the zone.

B.

Where the location of a zone boundary line is not determined by the above rule, and is not indicated by a written dimension, the boundaries shall be located by the use of the scale appearing on the maps.

C.

Wherever any street, alley or other public way is vacated in the manner authorized by law, the city, by operation of law, shall extend the zoning district adjoining each side of such street, alley, or public way to the center of the former right-of-way and all of the area included in the vacation shall then henceforth be subject to all regulations of the extended districts.

D.

Where the application of the above rule does not clarify the zone boundary location, the planning director shall provide a written interpretation of the maps to the planning commission, which shall make a final determination of the zone boundary. The planning commission shall advise the city council of its decision. The council may ratify the decision of the planning commission or it may review the issue under a Type-IV process. The city clerk shall keep said written decision on file.

18.200.060 - Sensitive Lands Map.

The sensitive lands map is a composite map indicating the general location of "critical lands," e.g., floodplains, wetlands and wetland buffer areas, geologically unstable areas, stream corridors, floodplain areas, and principal fish and wildlife habitat areas. The city shall employ the SEPA or development review process to make the final determination as to the location of such sensitive lands. The city shall revise the sensitive lands map at least annually to reflect more accurate information provided through these processes.
