32 - B-2 HIGHWAY BUSINESS DISTRICT
The B-2 highway business district is intended to provide for vehicle-oriented commercial activities along major highways. In other major highway areas, the district is intended for indoor commercial uses and professional offices and services.
A.
Uses Permitted by Right. In the highway business district, no building and land shall be used and no building shall be erected or structurally altered, unless otherwise provided in this chapter, except for the following uses:
Any use permitted by right in the central business (B-1) district
Veterinary facilities
Gas stations
Neighborhood shopping centers
Rental Businesses
B.
Uses Permitted with Conditional Use Permit. The following uses may be permitted subject to review to determine that their establishment will not be detrimental to the health, safety or general welfare of the community and neighborhood in which they are proposed. Further, the review shall determine that adequate street, utilities and drainage are available, that the use will be consistent with the intent of the Ripon community development plan, and that the use will not impede the orderly growth of the neighborhood. In granting a conditional use permit the plan commission may impose site design or operating limitations on the use as needed to mitigate any potential negative impacts of the development.
Building material and product sales excepting "ready-mix concrete"
Drive-in theaters and other commercial/recreation uses excepting those which would be offensive by virtue of emission of smoke, noise, dust, vibration or odor
Farm implement and machinery sales and service
Feed and seed stores
Garden supply and nurseries
Marine sales and service
Miniature golf courses, driving ranges
Mobile home sales
Motor vehicle sale and service
Recycling centers
Regional shopping centers
Wholesale sales
Uses permitted by conditional use permit in the B-1 district
Other uses of similar nature to the ones listed above.
C.
Existing Residences. Existing owner-occupied residences, excluding mobile home and home occupations, shall comply with the provisions of the R-1 residential district.

No building erected or structurally altered shall exceed thirty-five feet in height, unless the required setbacks are increased by one foot for every foot the building exceeds thirty-five feet, provided no building shall exceed sixty feet in height.

A.
Front Yard. On every lot in the highway business district there shall be an open, unobstructed front yard, having a depth of thirty feet from the right-of-way. The parking areas shall have a depth of twelve feet from the right-of-way. Corner lots must meet this requirement on both sides of the corner.
B.
Side Yard. On every lot in the highway business district there shall be two side yards, one on each side of the building, with each yard a minimum width of ten feet, and fifteen feet if the side yard abuts any residence or agriculture district.
C.
Rear Yard. On every lot in the highway business district there shall be a rear yard having a depth of not less than twenty feet, and any or all of this yard may be used to meet off-street loading requirements.
D.
Vision Clearance. No structure shall be permitted so as to interfere with a clear line of sight. The area required for the line of sight shall be in accordance with the current standards set forth by the American Association of State Highway and Transportation Officials (AASHTO) in their Policy on Geometric Design of Highways and Streets.

A.
One parking space must be provided for each two hundred square feet of floor space. However, for retail and commercial businesses, one parking space must be provided for each two hundred square feet of consumer floor space.
B.
Improvements Required. Parking area for more than four vehicles shall provide the following:
1.
Yards. The front yard setback before the parking area shall be the same as for buildings in the district in which the parking area is located. Side yards shall be seven feet from the lot line on either side of the parking area. No rear yard is required.
2.
Surfacing.
a.
All driveways and open off-street parking areas shall be surfaced with bituminous or concrete,
b.
Driveway aprons between the street and sidewalk shall be of concrete,
c.
Grading. Open off-street parking areas shall have an on-site collection system going into the stormwater system.
3.
Screening and Landscaping. (See Title 23—Landscaping and Bufferyard Regulations)
C.
Ingress and Egress.
1.
Parking lots accommodating twenty-four or fewer cars:
a.
One-way access to the parking lot shall be a minimum of ten feet in width.
b.
Driveways accommodating two-way traffic shall be a minimum of twenty feet in width.
2.
Parking lots accommodating commercial or industrial vehicles:
a.
One-way access shall be a minimum of fourteen feet in width.
b.
Driveways accommodating two-way traffic shall be a minimum of twenty-eight feet in width.
D.
Lighting. Any lighting used to illuminate off-street parking areas shall use full cut-off design fixtures and shall be directed downward to minimize light spill onto adjacent properties.

Space shall be provided for off-street loading of sufficient size so that no streets, alleys or sidewalks are blocked.

A.
Storage of flammable liquids as defined in SPS 310 Wisconsin Administrative Code, in aboveground tanks outside of buildings, is permitted as a conditional use in the B2 highway district when used as accessory to a gas station use.
B.
Tank size limited to five hundred gallons and shall be in conformance with the requirements of SPS 310.440.
