All new territory annexed to the city shall automatically become a part of residence district 1, and all the provisions of this chapter applicable in residence district 1 shall apply to all such annexed territory, or a temporary designation may be recommended by the plan commission to the common council, until definite district boundaries and regulations for such annexed territory are adopted by the common council; provided, that definite district boundaries and regulations for such annexed territory shall be adopted by the common council within ninety days from the date of annexation to the city.
