CHAPTER 16

23: INSTITUTIONAL/CIVIC ZONE

§ 16.23.010 PURPOSE AND INTENT.

   (A)   The purpose of the Institutional/Civic (IN) zone is to provide adequate space for community facilities of a public or quasi-public nature in locations best suited to serve the needs of the community, to protect such lands from intrusion by other uses, and to set forth those development standards necessary to ensure that such uses will be compatible with surrounding land uses.
   (B)   Civic and institutional uses generally are located on parcels throughout the city surrounded by a multitude of other zones and land uses. In order to make civic and institutional uses compatible with their surrounding uses, the development standards contained in this chapter are based upon the development standards applicable to zones adjoining proposed civic and institutional uses.

§ 16.23.020 LAND USE AND PERMIT REQUIREMENTS.

   (A)   Permitted uses. Permitted uses in the Institutional/Civic zone are as follows:
      (1)   Park and recreation facilities such as parks, trails, linear parks, open space, and flood control facilities.
      (2)   Public schools, colleges, and similar public educational institutions.
      (3)   Civic buildings such as City Hall, community center, and fire station.
   (B)   Uses requiring a Conditional Use Permit. The following uses may be permitted subject to Conditional Use Permit review pursuant to Chapter 16.218 (Conditional Use Permits) of this Title 16. Special conditions that may apply to these or other institutional/civic uses are contained in Chapters 16.54 through 16.76 (Standards for Specific Land Uses) of this Title 16.
      (1)   Private recreation facilities.
      (2)   Public and private golf courses.
      (3)   Public and private utility facilities such as water treatment plants, sewage treatment plants, and electric power transformer and distribution facilities.
      (4)   Cemeteries.
      (5)   Hospitals and medical clinics.
   (C)   Use requiring a Temporary Use Permit. The following uses may be permitted with a Temporary Use Permit pursuant to Chapter 16.228 (Temporary Use Permits) of this Title 16.
      (1)   One-time or annually occurring events such as arts and craft shows and exhibits, carnivals, circuses, fairs, seasonal outdoor sales, and farmers' markets.

§ 16.23.030 DEVELOPMENT STANDARDS.

   (A)   The development standards applicable to the zone adjoining any property zoned Institutional/Civic will apply to that Institutional/Civic-zoned property. Where more than one zone adjoins the Institutional/Civic-zoned property and the requirements of adjoining properties are different, the standards of the adjoining zones will be averaged to determine the applicable standards for the Institutional/Civic property.
   (B)   Along any property line of a parcel in the Institutional/Civic zone which adjoins a residential zone, a solid masonry wall not less than six feet high must be built and maintained at such property line. The required wall may be replaced by suitable landscaping of a screening nature, approved by the Planning Director, which must be continuously maintained to achieve the desired screening effect.
   (C)   All mechanical and electrical equipment, including duct work and piping, whether located at ground or rooftop level, must be screened from the view of an adjacent property or public right- of-way in a manner which is reasonably compatible and harmonious with the architectural style and detail of the building and must be located in a position satisfactory to the Fire Marshal and Planning Director or their designees.
   (D)   Outdoor storage of materials, products, and equipment, and any other outdoor use must be screened on all sides from view of adjacent properties and public rights-of-way, as directed by the Planning Director.

§ 16.23.040 LANDSCAPING.

   (A)   Purpose. Landscaping is to be used to provide attractive planted areas which complement buildings on site, reduce heat and glare, control soil erosion, and screen storage and parking areas.
   (B)   Landscaping requirements.
      (1)   Landscaping must cover a minimum of 20% of the building site. Such landscaping must be provided inclusive of any landscaping required in off-street parking areas (see § 16.46.140).
      (2)   All required front yards and street facing side yards must be landscaped.
      (3)   Landscaping of required off-street parking areas must be provided as set forth in § 16.46.100 (Landscaping Requirements) of Chapter 16.46 (Off-Street Parking and Loading) of this Title 16.
      (4)   No more than 20% of any required landscaped area may consist of hardscape or other non-plant materials such as fountains, rocks, masonry or brick work, paving, or similar feature.
   (C)   Irrigation required. All required landscape areas must be provided with permanent automatic irrigation systems suitable for the type of landscaping provided.
   (D)   Maintenance required. All landscaping must be permanently maintained in a neat and healthy condition and in a manner that prevents adverse public health, safety, and welfare effects. Maintenance of approved landscaped installations must consist of regular watering, pruning, fertilizing, clearing of debris and weeds, removal and replacement of dead plants, and repair and replacement of irrigation systems.
   (E)   Landscape and irrigation plans required.
      (1)   Landscape and irrigation plans are required for all development proposals. Such plans must indicate the square footage of each landscaped area, report the total square footage devoted to landscaping, identify each landscaping area and the types of plants to be provided therein, list the container size of each plant, and clearly portray the entire landscaping layout and irrigation system.
      (2)   No building permit will be issued until landscaping and irrigation plans have been reviewed and approved by the Planning Director.
   (F)   Water-conserving features. Landscape and irrigation plans must take full advantage of available drought-tolerant landscape materials and low-water-flow irrigation systems, except where such action conflicts with adopted fire prevention plans, or the Fire Chief determines that such would create a fire hazard.
