CHAPTER 16

27: AIRPORT ZONES

§ 16.27.010 PURPOSE AND INTENT.

   The Santa Paula Airport is a privately owned and operated aviation facility. The proximity of the airport to populated areas of the city necessitates the establishment of special use regulations and development standards to ensure compatibility between the airport and surrounding land uses. These use restrictions and development standards are based on the Ventura County Airport Comprehensive Land Use Plan (VCACLUP), a document that governs all aviation facilities in the County, and the State Aeronautics Program 1993 Airport Land Use Planning Handbook.
   In accordance with Cal. Gov’t Code §§ 50485 et seq., the purpose of this subchapter is to prevent creation or establishment of airport hazards and to provide for the elimination, removal, alteration, mitigation or marking and lighting of existing airport hazards.
   Four zones, three of which are overlay zones, are designed to accommodate the operations of the airport while maintaining safety as a priority.
   (A)   Airport Operational Zone - KO. The purpose of the Airport Operational (KO) zone is to provide an area to facilitate airport operations. The zone applies to airport facilities that are open to the public and maintain a valid permit from the California Aeronautics Commission designating the facility as an airport available to the public, subject to airport administration regulations.
   (B)   Airport Safety Overlay Zone (KS). The purpose of the Airport Safety (KS) overlay zone is to limit uses and restrict development within areas classified as the Runway Protection Zone, Outer Safety Zone, and Sideline Safety Zone, as identified for the Santa Paula Airport in the VCACLUP.
      Within the KS Zone, subzones are established as follows:
      (1)   KS-IS Inner Safety Subzone. Inner safety subzones are located near each end of the airport runway. Each such subzone is 250 feet in width along a line parallel to and 200 feet beyond the designated threshold of the runway and flares uniformly to a width of 450 feet along a line parallel to and 1,200 feet beyond such threshold. The extended centerline of the runway bisects the subzone. This zone corresponds to the Runway Protection Zone (a.k.a. inner safety zone) for the Santa Paula Airport, identified in the VCACLUP.
      (2)   KS-OS Outer Safety Subzone. Outer safety subzones are located near each end of the airport runway. Each such subzone is 450 feet in width along a line parallel to and 1,200 feet beyond the designated threshold of the runway and flares uniformly to a width of 950 feet along a line parallel to and 3,700 feet beyond such threshold. The extended centerline of the runway bisects the subzone. This zone corresponds to the Outer Safety Zone for the Santa Paula Airport, identified in the VCACLUP.
   (C)   Airport-Influenced Overlay Zone (KI). The purpose of the Airport-Influenced (KI) overlay zone is to require less-intense uses and development within the area in which airplane traffic is concentrated. The boundaries of the (KI) overlay correspond to the boundaries of the Traffic Pattern Zone, as identified for the Santa Paula Airport in the VCACLUP.

§ 16.27.020 APPLICABILITY.

   The provisions of this chapter will apply to the three airport zones. Two of the zones are overlays and therefore, in the event that these restrictions conflict with the underlying zone, the more restrictive provisions will apply. In the event that a lot or parcel of land is located partly within an overlay zone, the restrictions applicable to such overlay zone will apply to the part of the lot or parcel located within the overlay zone.

§ 16.27.030 USE RESTRICTIONS.

   (A)   Airport Operational Zone - KO.
      (1)   Permitted uses. The following uses are permitted in the KO Zone:
         (a)   Runways, taxiways, and other surfaces used by airplanes on the ground
         (b)   Communication facilities.
         (c)   Terminal buildings.
         (d)   Sale of aviation fuel and products.
         (e)   Airplane rentals.
         (f)   Charter and delivery services.
         (g)    Flying schools.
         (h)    Air photographer, survey and map-making services.
         (i)    Aircraft storage and tie downs.
         (j)   Aircraft repair and servicing.
      (2)   Uses requiring a Conditional Use Permit. The following uses may be permitted subject to Conditional Use Permit review pursuant to Chapter 16.218 (Conditional Use Permits) of this Title 16.
         (a)   Airplane sales, including equipment and supplies.
         (b)   Service establishments for airport business:
            i.   Car rental;
            ii.   Restaurant, café, cafeteria; and
            iii.    Taxistand.
         (c)   Industrial uses listed as permitted in the LI Zone, subject to the same conditions and restrictions as in the LI Zone, provided that they are found to be compatible with existing, proposed or allowed uses within the zone.
   (B)   Airport Safety Overlay Zone (KS). Notwithstanding the use regulations of the underlying zone, any use involving, as the primary activity, the manufacture, storage, or distribution of explosives or flammable materials is prohibited.
   The following land use restrictions apply to the KS Overlay Zone and the KS-IS and KS-OS subzones. In the event that these restrictions are in conflict with the base zoning as shown on the zoning map or in the event that land is located in two or more subzones, the more restrictive will apply. In the event that a lot or parcel of land is located partly within one or more of the subzones, the restrictions applicable to such subzone or subzones will apply to that part of the lot or parcel located within the subzone or subzones.
      (1)   KS-IS Inner Safety Subzone.
         (a)   Land use within the inner safety subzone is intended to have few or no people and no structures or obstructions. Prohibited uses include:
            i.   Buildings or structures;
            ii.   Outdoor amusement;
            iii.   Outdoor commercial or industrial operation;
            iv.   Parks;
            v.   Resorts and camps;
            vi.   Storage or manufacture of explosives or petroleum products;
            vii.   Trees;
            viii.   Uses prohibited in the outer safety subzone;
            ix.   Uses that attract birds.
         (b)   The following uses are permitted in the KS-IS subzone if such use is permitted in the underlying zone and only if found to conform to the Federal Aviation Administration guidelines:
            i.   Communications facilities;
            ii.   Golf course, except clubhouse;
            iii.   Landscaping, except trees;
            iv.   Outdoor storage;
            v.   Automobile parking;
            vi.   Streets;
            vii.   Utilities.
      (2)   KS-OS Outer Safety Subzone.
         (a)   Land use within the outer safety subzone is intended to have low population densities and reduced lot coverages. Prohibited uses include:
            i.   Auditoriums/theaters;
            ii.   Churches/synagogues;
            iii.   Hospitals/convalescent homes;
            iv.   Hotels/motels;
            v.   Outdoor sports arenas;
            vi.   Outdoor amphitheaters;
            vii.   Residences;
            viii.   Schools;
            ix.   Transportation terminals.
         (b)   The following uses are permitted in the KS-OS subzone if such use is permitted in the underlying zone and only if found to conform to the Federal Aviation Administration guidelines:
            i.   Manufacturing;
            ii.   Light industrial;
            iii.   Research and development;
            iv.   Business parks/corporation offices;
            v.   Commercial offices;
            vi.   Commercial retail and wholesale;
            vii.   Golf course;
            viii.   Landscaping;
            ix.   Outdoor storage;
            x.   Automobile parking.
   (C)   Airport-Influenced Overlay Zone (KI). Land uses in the VCACLUP traffic pattern zone is intended to exclude large assemblages of people and have reduced lot coverages. Prohibited uses include:
      (1)   Auditoriums/theaters;
      (2)   Churches/synagogues;
      (3)   Hospitals/convalescent homes;
      (4)   Other high-occupancy uses;
      (5)   Outdoor amphitheaters;
      (6)   Outdoor arenas;
      (7)   Schools (with exception of flight schools);
      (8)   Transportation terminals.

§ 16.27.040 DEVELOPMENT STANDARDS.

   (A)   Airport Operational Zone - KO. Airport operational facilities must be designed in accordance with the recommended standards of the Federal Aviation Administration document AC 150/5300-4A, Utility Airports, as minimum for Stage 1, basic utility airports except as amended below:
      (1)   Minimum land area: 25 acres
      (2)   Minimum runway length: 2,000 feet, with 2,450-foot maximum
      (3)   Dimensional standards and setbacks:
         (a)    Runway width: 45 feet
         (b)    Runway safety area width: 100 feet
         (c)    Landing strip length beyond runway end: 100 feet
         (d)   Taxiway width: 20 feet
         (e)    Runway centerline to taxiway centerline: 95 feet
         (f)    Runway centerline to property line: 150 feet
         (g)    Runway centerline to building restriction line, taxiway side, both sides: 100 feet
         (h)   Taxiway centerline to airplane tiedown area: 20 feet
         (i)   Taxiway centerline to fixed or movable obstruction: 50 feet
         (j)   Primary surface width: 200 feet
         (k)   Clear zone, width at start: 250
         (l)   Clear zone, runway end to start of clear zone: 200 feet
         (m)   Clear zone: 1,000 feet in length or 50 feet vertical clearance between terrain and approach surface
         (n)   Clear zone, width at end of clear zone: 450 feet
         (o)   Approach slope: 20 to 1
      (4)   Yards. All buildings must be set back from any property line fronting on or paralleling a dedicated street or frontage road a minimum of 15 feet.
      (5)   Maximum building height of structure: 35 feet.
      (6)   Lot coverage: All main buildings, accessory buildings, and structures for nonresidential uses must cover not more than 50% of the total building site including street or greenbelts. Residential structures and uses are not permitted in the KO zone.
      (7)   Parking. The provisions of Chapter 16.46 apply; except, that all open parking areas must have a minimum of 10% of its area devoted to permanently maintained landscape materials consisting of ground cover, shrubs, trees and other plant materials.
      (8)   Aviation fuel must be stored in aircraft tanks, in delivery units approved by the Fire Department, or in aviate fuel storage tanks reserved for such use, as approved by the Fire Department.
   (B)   Airport Safety Overlay Zone (KS).
      (1)   KS-IS Inner Safety Subzone.
         (a)   Buildings and structures are prohibited in the KS-IS zone.
      (2)   KS-OS Outer Safety Subzone.
         (a)   Lot coverage: All main buildings, accessory buildings and structures must cover not more than 25% of the total building site including any streets or greenbelts.
         (b)   Maximum building height of structure: 35 feet.
   (C)   Airport-Influenced Overlay Zone (KI).
      (1)   Lot coverage.
         (a)   Nonresidential uses: All main buildings, accessory buildings, and structures for nonresidential uses must cover not more than 50% of the total building site including street or greenbelts.
         (b)   Residential uses: All main buildings, accessory buildings, and structures for residential uses must cover not more than 25% of the total building site, including streets or greenbelts.
      (3)   Maximum building height of structure: 35 feet.

§ 16.27.050 SPECIAL PERFORMANCE STANDARDS.

   The following performance standards apply to the Airport Operational zone (KO), the Airport Safety Overlay Zone (KS) and Airport Influenced Overlay Zone (KI):
   (A)   Surfacing and dust control. All surfaces must be properly drained, graded and maintained free of weeds, trash, and other debris.
   (B)   Waste disposal. No harmful, noxious, or objectionable discharge of any waste materials, fumes, dust, or smoke are permitted into or upon the ground, sanitary or storm sewer system, water or water system, nor into the atmosphere. Incineration of waste materials is prohibited. Food related waste must be stored in a manner that does not attract birds.
   (C)   Heat and glare. Any operation producing glare or heat must be performed within a building or enclosed or screened area so that such glare or heat is not perceptible, without instruments, beyond the property lines of the parcel of origin.
   (D)   Electronic and radio interference. No operation may emit electrical, electronic, or radio emissions that will interfere with, obstruct, or adversely affect the operation of air navigation aids and radio communication.
   (E)   Vibration. No operation is permitted that emits ground vibrations perceptible without instruments beyond the property lines of the parcel of origin.
   (F)   Fire insurance rating. No operation may, by its nature, increase the fire insurance rating for adjoining or adjacent property.
   (G)   Landscaping. Required front and street side yards, excepting pedestrian and vehicular access and all areas not otherwise covered with buildings or paved, must be landscaped and maintained with planting materials, or at least 75% of the surface-area must be in planting and the remainder in landscaping aggregate, excluding asphalt.
   (H)   Fair disclosure. A fair disclosure agreement and covenant must be recorded on the deed for the property by the owner and/or developer of the property.
   (I)   Nuisance. All structures, landscaping, and other development features must be designed to minimize their attraction of birds.

§ 16.27.060 OTHER APPLICABLE REGULATIONS.

   In addition to the requirements contained in this chapter, any applicable requirements in the following chapters apply to development in any of the three airport zones:
