07: ESTABLISHMENT OF ZONES

§ 16.07.010 ZONES ESTABLISHED.

   In order to classify, regulate, restrict, and separate the use of land, buildings, and structures; and to regulate and to limit the type, height, and bulk of buildings and structures in the various districts; and to regulate areas of yards and other open areas abutting and between buildings and structures; and to regulate the density of population, the city hereby is divided into the following zones:

§ 16.07.020 OFFICIAL ZONING MAP.

   A map, known as the "Official Zoning Map of the City of Santa Paula, California" dated __________________, or as subsequently amended, and on file with the City Clerk, is adopted herein by reference and will hereafter exist pursuant to and as an integral part of this Title 16. The map will be maintained to reflect the current zoning of the city.

§ 16.07.030 BOUNDARY DETERMINATION.

   When uncertainty exists as to the exact boundaries of a zone, the following apply:
   (A)   A street, alley, railroad right-of-way, watercourse channel, or other right-of-way must be included within the zone of the adjoining property.
    (B)   When the zone boundary is or approximately follows a street, alley, railroad right-of-way, watercourse, or other right-of-way, the centerline of that right-of-way will be considered as the boundary.
   (C)   When the zone boundaries approximately follow lot lines, section lines, or city limits, these lines will be considered the boundaries.
   (D)   On unsubdivided property or where the zone boundary splits the lot or parcel, the location of such boundary, unless indicated by dimensions, will be determined by use of the scale appearing on the map.
   (E)   The exact boundary will be determined by written decision of the Planning Commission in any case where uncertainty exists.
    (F)   When a street, alley, public or private right-of-way, or public or private easement that serves as a zone boundary is vacated, the new zone boundary will be at the new property line. Where the vacation does not result in a new property line, the zone boundary will be determined by written decision of the Planning Commission.
   (G)   Areas annexed to the city must be prezoned before coming into the city. If there is no prior designation, the Planning Commission will determine the appropriate zone for the area. The zoning map will then be amended to show the new city limits and zone.

§ 16.07.040 PREZONING OF UNINCORPORATED LANDS.

   (A)   The city may prezone unincorporated lands adjoining the city for the purpose of determining the zone that will apply to such property in the event of subsequent annexation to the city. The method of accomplishing such prezoning will be as provided in Chapters 16.208 and 16.210 (Development Code Amendments and Zone Changes) of this Title 16.
   (B)   Such zoning will become effective at the time the annexation becomes effective.
