The district regulations for the C-1 Highway Commercial District are as follows:
1. Permitted Principal Uses and Structures. Following are the principal uses and structures permitted in the C-1 Highway Commercial District:
A. Animal hospital, veterinary clinics/kennels.
B. Automotive display, sales, service and repair.
C. Boats, motors, travel trailers and mobile home display, sales, service and repair.
H. Dance hall and skating rink.
I. Drive-in eating and drinking establishment.
K. Dry cleaners or laundry.
L. Dwelling unit above a store or shop.
M. Farm implement display, sales, service and repair.
N. Gas stations/convenience stores.
O. Greenhouse and plant nursery.
Q. Miniature golf courses and driving ranges.
R. Motel, hotel or tourist campground.
S. Printing, publishing and engraving.
T. Railroads and public utilities but not including storage or maintenance yards and buildings.
U. Restaurant, night club, cafe or tavern.
X. Clinics, group medical centers, or the office of a doctor, dentist, osteopath, or similar position.

2. Permitted Accessory Uses and Structures. Following are the permitted accessory uses and structures allowed in the C-1 Highway Commercial District:
A. Uses and structures clearly incidental and necessary to their permitted principal uses or structures of this district.
B. Storage warehouses in conjunction with the permitted principal uses or structures of this district.
C. Temporary buildings used in conjunction with construction work, provided that such buildings are removed promptly upon completion of the construction work.
3. Special Exception Uses and Structures. No special exception uses and structures are permitted in the C-1 Highway Commercial District.
4. Minimum Lot Area and Width. There is no minimum lot area and width requirement for the commercial uses in the C-1 Highway Commercial District.
5. Minimum Required Front, Side and Rear Yards. Following are the minimum requirements for front, side and rear yards in the C-1 Highway Commercial District:
A. Front – 30 feet. When fronting on the right-of-way of a major street shown on the major street plan, the front yard shall be measured from the proposed right-of-way line.
B. Side Street, Corner Lot – 30 feet.
D. Rear Yard – 20 feet except where apartments are above a store or shop, a rear yard of 30 feet shall be provided and where adjacent to an “A” or “R” district, a side yard of 20 feet and a rear yard of 30 feet shall be provided.
6. Maximum Height. The maximum height for structures in the C-1 Highway Commercial District is three stories or 45 feet.
7. Permitted Signs. Permitted signs in the C-1 Highway Commercial District are as follows:
A. Trade, business or industry identification signs for firms located on the site provided that they:
(1) Do not exceed 25 feet in height except where located within 1,700 feet of the centerline of an interstate highway, such signs may have a height of up to 90 feet.
(2) Are not located in required yard, except that one free-standing sign not to exceed 25 feet in height may be located in the required front yard, subject to other provisions contained herein and provided that the face or copy area of such signs shall not be located lower than 10 feet above grade.
(3) Do not have a surface area in excess of 200 square feet on any one side and not more than two sides of said sign are used for advertising purposes, EXCEPT that the City Council may approve, only for a business located East of Interstate No. 35, one free standing sign that has a surface area between 201 and 475 square feet on any one side.

(4) Will not be located closer than 10 feet to the right-of-way line.
(5) A directory sign or monument sign may be substituted in place of a free-standing sign, subject to the requirements set forth above. A monument sign shall not be more than 10 feet in height and shall not be located closer than 10 feet to any property line.
B. Exterior signs located on the street frontages of principal buildings referring only to a use or uses located within such building, and attached or integral thereto, provided that:
(1) Such signs shall not have an aggregate surface area in excess of 20 percent of the total surface area of the building elevation to which they are attached;
(2) Signs which project out from the building more than 18 inches must be at least 12 feet above grade and may project a maximum of 6 feet;
(3) No sign shall project more than 4 feet above the roof line or parapet where one exists.
C. Advertising signs and billboards provided that they:
(1) Are not located in, do not overhang or project into a required yard.
(2) Do not exceed 150 square feet in area.
(3) Do not exceed 25 feet in height.
(4) Are not within 75 feet of another billboard.
D. No sign or billboard shall be located:
(1) Within 25 feet of an “A” or “R” District.
(2) Within 25 feet of a highway intersection or highway structure.
(3) In, overhang or project into a required yard except as otherwise provided for herein.
E. All signs and billboards shall be maintained in a neat and presentable condition and in the event their use shall cease they shall be promptly removed and the surrounding area restored to a condition free from refuse and rubbish.
F. In the event a nonconforming sign is removed it shall be replaced only by a sign conforming to the provisions contained herein.
8. Off-Street Parking and Loading. Spaces for off-street parking and loading shall be provided in accordance with the provisions of Section
166.21(14).
9. Site Plan Requirements. See Section
166.21(16).
10. Minimum Open Space. The total land area devoted to open space and landscaping shall not be less than 10 percent of the gross land area included in the building lot. such open space shall be maintained as grassed and landscaped area and shall not include access drives, parking areas, structures or buildings; except ornamental structures included as part of the landscaping theme.
