The district regulations for the A-1 Agricultural District are as follows:
1. Permitted Principal Uses and Structures. Following are the principal uses and structures permitted in the A-1 Agricultural District.
A. Agriculture and usual agricultural buildings and structures; but not including commercial livestock feed lots, poultry farms, dairy farms, grain storage and drying facilities.
B. Single-family dwellings.
C. Parks, playgrounds or playfields.
E. Cemetery or mausoleum.
F. Golf courses and country clubs except miniature courses or driving ranges operated for a profit.
G. Churches, chapels, temple and similar places of worship.
H. Public and parochial schools, elementary and secondary, and other educational institutions having an established current curriculum the same as ordinarily given in the Story City public school system, but excluding boarding schools, nursery schools, and child care centers, provided that all principal buildings shall be set back a minimum of 35 feet from all property lines.
I. Publicly owned parks, playgrounds, golf courses and recreation areas.
J. Private noncommercial recreation areas and centers including country clubs, swimming pools, golf courses and riding stables.
K. Nurseries, greenhouses, truck gardens.
L. Public water supply and sewage treatment facilities.
M. Electrical and liquefied product transmission and regulating facilities.
2. Permitted Accessory Uses and Structures. Following are the permitted accessory uses and structures allowed in the A-1 Agricultural District:
A. Farm buildings, incidental to agricultural uses.
C. Private swimming pools and tennis courts.
D. Private greenhouses not operated for commercial purposes.
E. Uses and structures clearly incidental and necessary to the permitted principal uses or structures of this district, not involving the conduct of business on the premises, except home occupations and farmstead home occupations and located on the same lot or a contiguous lot under the same ownership.
F. Temporary buildings used in conjunction with construction work, provided that such buildings are removed promptly upon completion of the construction work.
3. Special Exception Uses and Structures. Subject to subsection 2 of Section
168.13 and the other requirements contained herein, the Board may permit the following special exception uses and structures.
A. Sanitary landfill or waste disposal area, provided it is not used for disposal of dead animals, that refuse shall be covered with dirt daily if it contains raw garbage, that a nuisance due to smoke, odor or blowing of trash and debris shall not be created, and that the site shall be restored to a condition compatible with the adjacent area upon conclusion of the dump operation. An access road having at least a graveled surface and five parking spaces shall be provided. No landfill or waste disposal area shall be located closer than one-fourth mile to any dwelling, park, school or place of public assembly.
B. Railroads and public utilities but not including equipment storage or maintenance yards and buildings or general administrative and sales offices, provided that any substation or building shall meet the front and rear yard requirements for dwellings and shall provide side yards of not less than 25 feet and that two parking spaces per substation or one per employee at the site be provided.
C. Tourist campground provided that water supply and sewage disposal systems are approved by the Iowa Department of Natural Resources, that drives shall have asphaltic cement, or Portland cement concrete pavement, that no campsite is closer than 50 feet to any dwelling unit other than that of the owner or operator, and that five parking spaces plus one for each campsite be provided.
4. Minimum Area and Width. Following are the minimum lot area and width requirements for the A-1 Agricultural District:
A. Area – 35 acres for single-family detached dwelling; all other uses – no minimum.
B. Width – 660 feet; all other uses – no minimum.
C. The lot area shall not be less than 35 acres and the minimum lot width shall be not less than 660 feet, and shall be increased by such amount as determined necessary by the County Health Officer to provide an adequate absorption field for a septic tank installation.
5. Minimum Required Front, Side and Rear Yards. The minimum requirements for front, side and rear yards in the A-1 Agricultural District are as follows:
(4) Side street, corner lot – 50 feet.
B. Other buildings and uses:
(4) Side street, corner lot – 40 feet.
6. Maximum Height. The maximum height for structures in the A-1 Agricultural District is 2½ stories or 35 feet.
7. Permitted Signs. Permitted signs in the A-1 Agricultural District are as follows:
A. Name plates attached flat against the wall of the main building, not to exceed one square foot in area.
B. Church or public bulletin boards not to exceed 12 square feet in area.
C. Temporary signs advertising the lease or sale of the premises not to exceed six square feet in area.
D. Billboards or advertising signs provided:
(1) They are not within 300 feet of an intersection, highway structure, residence or another billboard.
(2) They are not within 100 feet of a park, school, cemetery, public or semi-public building.
(3) They are not within 75 feet of the centerline of a City or County road, or 100 feet of a State or Federal highway.
E. All signs and billboards shall be maintained in a neat and presentable condition and in the event their use shall cease, the area shall be restored to a condition free from refuse and rubbish.
F. Any sign not conforming to these provisions shall be made to conform or be removed within three (3) years after the effective date of these regulations.
8. Minimum Width Regulations. The minimum dimension of the main body of the principal building shall not be less than 24 feet.
9. Perimeter Foundation Requirement. A permanent perimeter foundation, meeting the Story City Building Code standards, shall be required for all principal buildings.
10. Off-Street Parking and Loading. Spaces for off-street parking and loading shall be provided in accordance with the provisions of Section
166.21(14).
