Responsibilities of Owners Landlords of Rental Dwellings Located in U-1 and U-2 Districts
1282.01 RESPONSIBILITIES.
Owners (landlords) of rental properties in the U-1 and U-2 zoning districts of the City shall be held responsible for the following:
(a) Proper maintenance of the property, including but not limited to ensuring windows are not covered by signs, cardboard, newspaper or other papers, replacing broken windows, window shades and shutters within ten days of notification by the City.
(b) Proper maintenance of the exterior of the property, including but not limited to, cutting of the lawn, trimming of bushes, and ensuring the property is free from trash and clutter within ten five days of notification by the City.
(c) Ensuring no more than three unrelated tenants reside at the property.
(d) Ensuring the tenant of the property accurately represents the number of children residing at the property.
(e) Ensuring that tenants are informed of and comply with all City laws and regulations.

1282.02 PENALTIES.
Failure to comply with the requirements of this chapter and the general offense laws and regulations of the City shall subject the owner (landlord) to a misdemeanor of the third degree and the penalties provided in Chapter 698 and, upon three violations of Section 648.17 or Chapter 1442, possible recision of the rental permit pursuant to Section 1280.10.
