All notices required by this Section 8114-3.6 et seq. shall be sent by first class mail to the last known address of the violator and shall be deemed served 3 days after the date of mailing. A violation may be considered to exist on a lot if an unpermitted structure, use, improvement, or condition associated with the lot obstructs or encroaches upon a separate lot.
