02 General Provisions
This title shall be known as the "Vernal City Planning and Zoning Ordinance," and may be so cited and pleaded. It shall be referred to herein as "this title," and the chapters and sections hereinafter referred to shall be chapters and sections of this title.

This title and the regulations and restrictions contained herein are adopted and enacted for the purpose of promoting the health, safety and welfare, and to promote the prosperity, improve the morals, peace and good order, comfort, convenience and aesthetics of the City and its present and future inhabitants and businesses; to encourage and facilitate the orderly use, growth and development of the land within the City; to protect the tax base and secure economy in municipal expenditures; to provide adequate provisions for open spaces, light and air, air quality, transportation and public or alternative transportation, infrastructure, public facilities, vegetation, trees and landscaping; and to promote the development of a more wholesome, serviceable and attractive City resulting from an orderly, planned use of resources.

It is declared to be the intent of the City Council that this title and the regulations set forth herein shall be so constructed as to further the purpose of this title and promote the objectives and characteristics of the respective zones.

In interpreting and applying the provisions of this title, the requirements contained herein are declared to be the minimum requirements for the purpose set forth.
(PZSC § 03-01-004)
The words and terms defined in this title shall have the meanings indicated. The particular controls the general. The word "shall" is always mandatory and not directory; the word "may" is permissive. Words used in the present tense include the future unless the context clearly indicates the contrary. Words used in the singular number include the plural, and words used in the plural number include the singular unless the context clearly indicates the contrary.

This title shall not nullify the more restrictive provisions of other private covenants and agreements or other laws or general provisions of the City, but shall prevail and take precedence over such provisions which are less restrictive.
(PZSC § 03-01-006)
Any building or structure set up, erected, constructed or altered, enlarged, converted, moved or maintained contrary to the provisions of this title, and any use of land, building or premises established shall be and the same is declared to be unlawful and a public nuisance; and the City Attorney may immediately commence action or proceedings for the abatement and removal and enjoinment thereof in the manner provided by law and may take such other steps and may apply to such court as may have jurisdiction to grant such relief as will abate and remove such building or structure and restrain and enjoin any person, firm or corporation from setting up, erecting, building, maintaining or using such building or structure or using property contrary to the provisions of this title. The remedies provided for herein shall be cumulative and not exclusive.

Any person, firm or corporation, whether as principal, agent, employee or otherwise, violating or causing the violation of any of the provisions of this title shall be guilty of a Class B misdemeanor. Such person, firm or corporation shall be deemed guilty of a separate offense for each and every day during any portion of which any violation of this title is committed or continued by such person, firm or corporation and shall be punishable as herein provided.

The remedies provided for herein shall be cumulative and not exclusive.
(PZSC § 03-01-007)
Any person, firm or corporation, whether as principal, agent, employee or otherwise, violating or causing the violation of any of the provisions of this title shall be guilty of a Class B misdemeanor. Such person, firm or corporation shall be deemed guilty of a separate offense for each and every day during any portion of which any violation of this title is committed or continued by such person, firm or corporation and shall be punishable as herein provided.
