167.08 “R-4

MOBILE HOME PARK DISTRICT.

The regulations set forth in this section or set forth elsewhere in this chapter or Code of Ordinances when referred to in this section are the regulations in the “R-4” Mobile Home Park District. Under no circumstances shall a mobile home park be located in an area zoned other than for the specific purpose of permitting mobile home park locations.
1.   Uses Permitted. No land shall be used or occupied and no building or structure shall be erected, altered, enlarged, occupied, or used, except as otherwise provided in this chapter, for other than one or more of the following specified uses:
   A.   Manufactured home.
   B.   Mobile home.
   C.   Laundry.
   D.   Office building.
   E.   Storage space.
   F.   Recreational facility.
   G.   Family child care home.
   H.   Accessory building.
2.   Special Uses Permitted. Special uses are only specified through a Planned Unit Development.
3.   Uses Prohibited. Uses prohibited are those uses not authorized in Subsections 1 and 2.
4.   A Site Plan is required for all new mobile home parks and any additions to or alterations of existing mobile home parks.
5.   Area Regulations.
   A.   Minimum Size. The site, lot or tract of land upon which the park is located shall be a minimum of five acres.
   B.   Number of Mobile Homes Per Acre. A maximum of six mobile homes shall be permitted on any acre of ground, excluding streets, within a mobile home park. Each lot must have a minimum width of 60 feet and minimum depth of 120 feet.
   C.   Recreational Area. For every five acres of land there shall be one-half acre set aside in the park for recreational purposes. For every 10 acres of land there shall be one acre set aside in the park for recreational purpose. Each additional five acres so occupied, there shall be a minimum of one additional acre set aside for recreational purposes.
   D.   Minimum Lot Area. A minimum lot area of 7,200 square feet is required.
   E.   Minimum Lot Width. A minimum lot width of 60 feet is required.
   F.   Front Yard. There shall be a front yard having a depth of not less than 25 feet.
   G.   Side Yard. There shall be a side yard on each side of a building, having a width of not less than 10 feet.
   H.   Rear Yard. There shall be a rear yard having a depth of not less than 30 feet.

6.   Decks. Decks are considered structures and must meet setback requirements.
7.   Additional Clearance Regulations. Under no circumstances shall a mobile home be located nearer than 50 feet from a main traveled highway right-of-way, or nearer than 25 feet from a side street or road right-of-way. No individual mobile home shall be located nearer than 15 feet from any property line bounding the park.
8.   Parking Regulations. Off-driveway parking spaces shall be provided as follows:
   A.   At least two automobile parking spaces on each individual mobile home lot or space, and one for each four individual mobile home lots or spaces in a community parking lot. An off-street parking area shall be a minimum of 20 feet wide and not greater than 31 feet wide extending from the street right-of-way to the limit of the front yard depth. Concrete or asphalt all-weather surfacing is required.
   B.   A parking area suitable for storage of boats, travel trailers, extra automobiles and other equipment not allowed on individual lots shall be provided. This area need not be paved, but shall be maintained in a clean and harmonious manner with the rest of the mobile home park.
   C.   No items referenced herein or similar items shall be stored on individual mobile home lots.
9.   Patios and Sidewalks. A patio and sidewalk shall be provided for each mobile home and shall be of Portland cement concrete construction, a minimum of four inches thick with wire reinforcing mesh included in the patio portion.
10.   Lighting Requirements. Lighting of private streets in parks shall be to the same standard as established on public streets in the City and is the responsibility of the park owner.
11.   Accessory Buildings. One additional building suitable for storage as opposed to habitation may be built on a mobile home lot provided that such building has a floor area not more than 150 square feet and provided that such building is located to align with the rear of a mobile home and is not closer than 10 feet to any mobile home or other such storage building.
12.   Mobile Home Park Restrictions. The provisions of this section are not designed to circumvent or void more restrictive rules and regulations which may be established by the owner of any mobile home park.
   A.   Fences are prohibited on lots occupied by mobile homes.
   B.   The connection and freeze protection of water, sewer, gas and electric services shall be the responsibility of the mobile home park owner.
   C.   Travel trailer parks shall not be located in mobile home parks.
13.   Provisions Applicable. The provisions of this chapter shall be applicable unless more restrictive provisions established elsewhere are applicable.
14.   State Standards to Apply. In the event that standards set by the State of Iowa are more restrictive than those established by this Code, said State standards shall be applicable and shall apply in lieu of local standards.
