The regulations set forth in this section or set forth elsewhere in this chapter or Code of Ordinances when referred to in this section are the regulations in the “R-5” Travel Trailer Park. Under no circumstances shall a travel trailer park be located in an area zoned other than for the specific purpose of permitting travel trailer park locations.
1. Purpose. The purpose of this section is to regulate travel trailer parks and campgrounds in the City, and to provide for the minimum standard specifications for construction, installation and operation of said parks.
2. Definitions. The following definitions apply to this section:
A. “Travel trailer or recreational vehicle” means a vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel, recreational, vacation use, or any structure designed to be mounted upon another vehicle and used for these same purposes.
B. “Travel trailer park or campground” means any site, lot, field, or tract of land upon which two or more travel trailers or similar vehicles designed for recreational purposes, tents or tent trailers, are harbored, either free of change or for revenue purposes.
3. Location of Travel Trailer Parks. This provision applies to the location of any new travel trailer park, or to the expansion of any existing travel trailer park. It is unlawful:
A. For any person to establish, maintain, conduct or otherwise operate within the City limits any travel trailer park.
B. To use a travel trailer or tent for human occupancy on any lot/land outside of a travel trailer park, except a travel trailer used for construction purposes at a job location, with the permission of the Building Official.
4. Emergency and Temporary Parking. Emergency and temporary parking of a travel trailer upon the streets, alleys, highways or any other public or private place for a period not in excess of eight hours shall not constitute a violation of Subsection 3 but such parking shall be subject to any prohibitions or regulations contained in this Code of Ordinances.
A. A maximum of 15 travel trailers shall be permitted on any one acre of a travel trailer park, exclusive of streets within a travel trailer park.
B. The site, lot, or tract of land upon which the travel trailer park is located shall be well drained by being graded to insure adequate and proper drainage and freedom from pools of standing water.
C. The entrance to the park from public highway or street shall have the approval of the Public Works Director with reference to location, width, grade and drainage. Said entrance shall be constructed of concrete, in accordance with the applicable provisions of this Code of Ordinances.
D. Individual camp sites shall be developed with no more than one travel trailer, or one tent to occupy a site at the same time. Each site shall be specifically developed appropriate to its use with ready access for travel trailers, motor homes or tents, with adequate parking, separate underground water and electric service and shall be clearly marked with an identifying number.
E. It is the responsibility of the owner of the travel trailer park to provide overhead and/or underground easements for the installation of the utilities required.
F. All construction, improvements, including electric and plumbing shall be done in accordance with the provisions of this Code of Ordinances, and shall be subject to the approval of the Planning and Zoning Commission, the Public Works Department, the City Engineer and the City Council.
G. All fires shall be in equipment provided for that purpose.
H. Playground equipment suitable for small children shall be provided by the operator of the travel trailer park.
I. It is the responsibility of the travel trailer park operator to provide the necessary insect and rodent control within the confines of the travel trailer park.
J. No guest shall stay in a travel trailer park longer than fourteen (14) days not including delays for sickness within the guest’s party, or the breakdown of a guest’s auto or travel trailer. In the event of sickness or breakdown, an additional seven days of time shall be permitted.
K. The travel trailer park shall be lighted at night with not less than 200 watt lamps at intervals of 100 feet or by such equivalent lighting as may be approved by the Public Works Director. Such park lamps must be located at least 15 feet above the ground.
L. A minimum of 1,000 square feet is required for each travel trailer, exclusive of streets, off site driveways, but including one parking space.
M. Each individual travel trailer site shall have a 50 ampere electric service, with water and sewer hookups. Such requirement for tent camping areas may be waived by the Planning and Zoning Commission.
N. Travel trailer sites shall be convenient to common facilities.
O. All weather surfacing shall be provided for the portions of each site used for the travel trailer, and parking for one car. The pad for the travel trailer shall be not less than 12 feet wide and 30 feet long.
P. The owner of the travel trailer park shall regularly mow the grass and shall reasonably maintain all trees and shrubs located upon the property.
Q. The storage of both travel trailers and other equipment in a travel trailer park is prohibited, unless such storage is coincident to a lawful use of a travel trailer park site.
R. The owner of the travel trailer park shall place on file with the Clerk copies of all regulations in effect for the travel trailer park; these regulations shall provide for the health, safety and well-being of the trailer park residents insomuch as is possible.
S. No mobile home shall be permitted to be located in a travel trailer park. One such mobile home occupied by a manager of the travel trailer park.
T. Specific areas set aside for tent camping shall not exceed 10 percent of the total area of the travel trailer park, unless each individual tent site is served by utilities in the manner specified herein for the service of travel trailer sites.
6. Water and Sanitation Standards.
A. An adequate supply of safe, potable water for drinking and domestic services shall be provided for each site. An adequate supply of hot water shall be supplied at all times in the service buildings for bathing, washing, cleaning and laundry facilities.
B. Each and every rule and regulation as may now or in the future be in effect shall be followed. Disposal facilities for accepting sewage from travel trailer tanks shall be maintained by the park operator. Said unit shall be conveniently located for travel trailers entering or leaving the park. These facilities shall be inspected by the Public Works Director at least once per year. The travel trailer park shall be serviced by the public sewer system of the City, which shall be approved by the Public Works Director. All sewage disposal apparatus including appurtenances thereto, shall be provided, maintained and operated in such a manner as will not create a nuisance or health hazard. All plumbing provided to the travel trailer park shall comply with the applicable provisions of this Code of Ordinances.
C. An adequate system of refuse, garbage collection, and necessary containers shall be provided by the travel trailer park operator, and full use shall be made of services available for such waste and garbage disposal. It is the responsibility of the operator of the travel trailer park to provide such an adequate service as may be required by the Council.
