Failure to actively pursue an authorized project shall subject the project to review by the hearing examiner to determine whether a time extension should be granted or whether the following actions should be initiated. If no construction permits have been issued within twelve months of authorization by the county commissioners, the county shall terminate project and cancel all conditional grants.
