CHAPTER 7

RMH MOBILE HOME PARK DISTRICT

12-7-1: DEFINITIONS:

For the purpose of this chapter, the following words and terms shall have the meanings ascribed to them in this section:
MOBILE HOME: A moveable or portable unit, designed and constructed to be towed or driven on its own chassis, comprised of frame and wheels, and designed to be connected to utilities for occupancy and to provide complete independent living facilities including provisions for cooking, sleeping, and sanitation. The term includes units containing parts that may be folded, collapsed or telescoped when being towed and then be expanded to provide additional cubic capacity, and units composed of two (2) or more separately towable components designed to be joined into one integral unit capable of being again separated in components for repeated towing. Removal of wheels, towing devices, or any other alterations does not qualify a mobile home as a conventional single-family dwelling unless such alterations enable the unit to meet the Federal Housing Authority’s “Minimum Property Standards for One and Two Living Units”, latest edition. The definition of a "mobile home" shall include any of the five (5) uses permitted in section 12-7-2 of this chapter.
MOBILE HOME PARK: A contiguous parcel of land planned and improved for the placement of two (2) or more mobile homes.
MOBILE HOME PARK SERVICE BUILDING: A permanent structure housing laundry, recreation, office, sanitation or other community facilities as required in mobile home parks for the use by mobile home park occupants.
MOBILE HOME SITE: A clearly designated parcel of land intended for the placement of an individual mobile home and for the exclusive use of its occupants.
MOBILE HOME STAND: That part of an individual mobile home site which has been constructed for the placement of a mobile home.

12-7-2: PERMITTED USES:

Unless otherwise provided in this title, no building or land shall be used, and no building shall be erected, converted, enlarged or structurally altered in the Mobile Home Park District, otherwise known as the RMH District, except for one or more of the following uses:
Commercial type of motor home.
House trailers.
Mobile home park service buildings.
Mobile homes.
Recreational vehicles.

12-7-3: SPECIAL USES:

A special use may be granted herein in accordance with the provisions of chapter 3, article C of this title; provided, that the minimum standard use requirements hereof are observed.

12-7-4: REQUIREMENTS:

   A.   Site Size; Access: The site shall be at least two thousand one hundred (2,100) square feet in area, and each lot must face or abut upon a private or public driveway or roadway of not less than sixteen feet (16') in width, which driveway or roadway shall have unobstructed access to a public street or alley.
   B.   Open Space: There shall be an open space of at least ten feet (10') adjacent to the sides of every mobile home and at least five feet (5') adjacent to the ends of every mobile home.
   C.   Required Trees: Each two thousand (2,000) square feet of lot area shall require one tree. Each tree shall be a minimum of one inch (1") in diameter.
   D.   Required Parking: There shall be one parking space per dwelling unit minimum (see chapter 12 of this title for off-street parking regulations).
   E.   Floor Area And Age: No “mobile home”, as herein defined, shall be permitted in this District, unless the floor area thereof is four hundred fifty (450) square feet or more and unless said mobile home is not over five (5) years old when first placed in use in the District; provided, that the special use procedures may be used to secure a modification of said requirements.
   F.   Other Requirements: Except as otherwise herein provided, all mobile homes hereinafter brought into the City or placed in use in the City shall meet and comply with the Minimum Standards for Mobile Homes, as may be from time to time promulgated and published by The American National Standards Institute (ANSI) of 1430 Broadway, New York, New York 10017.
