PLAZA DEL LAGO LOCAL SIGN ORDINANCE
1.
RELATIONSHIP TO ARTICLE 30-16.
All provisions regulating signage as established by Article 30-16 of Chapter 20 [Appendix A, Zoning Ordinance] of this Code shall apply to Plaza Del Lago except to the extent they are modified herein.
2.
DEFINITIONS.
Arcade. Building C as depicted in Figure Appendix A-4: Development Signs, which is attached to and made a part of this Appendix A.
Arch Sign. A sign suspended from an archway of Building D.
Awning. A roof-like cover projecting from the wall of a building and offering protection from sun or rain.
Development Signs. Signs installed by the Owner, within the shopping center, to identify the shopping center, or direct persons to various businesses or parking areas within the shopping center. Development Signs include Identification Signs, Directional Signs, and Directory Signs.
General Sign Copy. Any color, graphic, letters, logo, symbols, words, numbers, text, image, message, or combination thereof displayed on a sign face.
Owner. Plaza Del Lago Owner, LLC, or its successors in interest.
Projecting Sign. Hanging signs installed perpendicular to a portion of any building.
3.
BUILDING IDENTIFICATION.
Sign regulations are herein established for activities in each building as depicted in Figure Appendix A-1 through Figure Appendix A-4 which are attached hereto and made a part of this Ordinance.
4.
GENERAL ALLOWANCES.
A.
All signs may be illuminated according to Article 30-16 of the Zoning Ordinance, unless otherwise noted in this Appendix A.
B.
When a tenant space demising or consolidation effects the Local Sign Ordinance the owner shall be responsible for initiating an update to the Local Sign Ordinance within three (3) months of the action.
C.
A tenant may display multiple sign types as outlined in this Appendix A and as illustrated on Figure Appendix A-1: Elevation Exhibit.
D.
Each tenant may display permanent Window Signs in addition to other signage as otherwise allowed by this Appendix A.
E.
The names or logos of tenants, visual graphics relating to tenants, and general copy signage may be amended, changed, replaced, or removed.
F.
No sign may extend beyond the boundaries of the shopping center, including onto any Village owned property or Right-of-Way, except as expressly authorized in this Appendix A.
G.
All awnings and signs shall be installed and displayed in a first-class manner and shall be maintained to a new or like new condition.
5.
SIGN REGULATIONS BASED UPON TYPE OF SIGNS TO BE DISPLAYED.
A.
Arch Sign. Arch Signs may be installed and displayed in a manner provided by Figure Appendix A-2 and that does not exceed the following standards and limitations.
1.
Location.
a.
One (1) Arch Sign, per elevation, per tenant, per archway, may only be installed and displayed on the archways of Building D.
2.
Material, construction and design standards.
a.
Arch Signs shall not exceed eighty-four (84) inches in length or twenty (20) inches in height.
b.
Lettering of an Arch Sign with a single line of copy shall not exceed twelve (12) inches in height. Lettering of an Arch Sign with multiple lines of copy shall not exceed sixteen (16) inches in height in total.
c.
An Arch Sign must be located within an archway directly in front of a tenant's storefront, and may display that tenant's name or the tenant's logo or both.
d.
The lettering of Arch Signs may be halo-illuminated no greater than 4000K. All electrical components for an Arch Sign shall be concealed.
B.
Awning. Awnings shall be installed in a manner that does not exceed the following standards and limitations.
1.
Location.
a.
Awnings shall be installed as shown in the locations on Figure Appendix A-1: Elevation Exhibit.
b.
No portion of an Awning shall extend further than four (4) feet from the face of the building and the bottom portion of all Awnings shall be at least seven (7) feet above grade.
c.
Awnings shall not extend over Village Right-of-Way or any Village owned property without the written permission of the Village Manager.
2.
Material, construction and design standards.
a.
Awnings shall be constructed of canvas, or a similar fabric, or metal. Awnings shall not be made of plastic or similar synthetic polymers.
b.
Awnings shall be securely attached to and supported by the building to which it is affixed. All frames and supports shall be made of metal. Frames and supports shall not be made of wood, plastic or similar synthetic polymers.
c.
Rectangular Awnings shall have open sides. Curved Awnings may return to the face of the building for attachment.
d.
All illumination, both external and internal, is prohibited.
e.
Awnings shall be black or white exterior grade, weather resistant fabric, except upon the issuance of an Appearance Review Certificate.
f.
Each tenant shall have an awning color and style that is consistent.
g.
Awnings shall not have any printed words, logos, symbols, or any other display on its face. Awnings may have one line of copy of words, logos, symbols, or other display placed upon the valance of the Awning which shall not exceed five (5) inches in height.
C.
Development Signs. Development Signs may be installed and displayed throughout the shopping center in a manner that does not exceed the following standards and limitations.
1.
Standards applicable to all Development Signs. All signs may be installed pursuant to the criteria set forth in this section.
a.
Development Signs and all related components of Development Signs, shall be constructed of metal, wood, or acrylic. Vinyl and paint may be used for flat application of signage.
b.
All mounting hardware and fasteners are to be concealed or countersunk, color matched to the surface of the Development Sign. All hinges, brackets, angles, and other components of the Development Sign used for mounting, shall be color-matched, which shall be maintained as needed, to the surface of the Development Sign.
c.
Development Signs may be illuminated no greater than 4000K. All electrical components for a Development Sign shall be concealed.
2.
Identification Signs. Signs intended to identify the shopping center may be installed and displayed as follows:
a.
10th Street Entrance. One (1) Development Sign intended to identify the shopping center may be installed and displayed upon a brick column on the south side of the vehicular entrance to the shopping center parking lot on Building D. This sign shall not exceed eighteen (18) inches in height and have a six (6) inch maximum projection from the face of the brick column.
b.
Sheridan Road Entrance. Two (2) Development Signs intended to identify the shopping center may be installed and displayed upon both brick columns at either side of the vehicular entrance to the shopping center parking lot off of Sheridan Road. Each sign shall not exceed eighteen (18) inches in height and have a six (6) inch maximum projection from the face of the brick column.
c.
North Elevation of Building C. One (1) Wall Sign mounted to the north elevation of Building C may be installed and displayed. This Wall Sign shall not exceed twenty-four (24) inches in height.
d.
East Elevation of archway of Building D. One (1) Arch Sign may be installed and displayed upon the east elevation of the archway on Building D. The Arch Sign letters shall not exceed twelve (12) inches in height.
e.
East and West Elevations of Building C. One (1) Wall Sign may be installed and displayed on the east and west elevations of Building C with the words "The Arcade." The sign letters shall not exceed twenty-four (24) inches in height. The installation and display of one or both of these Wall Signs shall not restrict the installation and display of an Awning.
3.
Directional Signs. Signs intended to direct traffic and persons throughout the various parking areas of the shopping center shall be allowed. There shall be no limit to the number of such signs. Each Directional Sign shall not exceed ten (10) square feet and each Directional Sign shall only be placed within the shopping center and shall not display the names or logos of any tenants. Signage copy utilized on Directional Signs intended to direct vehicular traffic shall have a minimum font size of two (2) inches in height and shall be provided in reflective paint. Directional Signs intended for pedestrian use may utilize smaller font size as determined by the Owner. The number of fonts utilized on Directional Signs, for all Directional Signs located in Plaza Del Lago shall be limited to three (3) different font styles.
4.
Directory Signs. Signs intended to list the tenants of the shopping center and their locations, and other shopping center events, including the use of artistic graphics and/or images, may be installed and displayed in the specific locations indicated and in a manner that does not exceed the following standards and limitations. Directory Signs or any sign authorized in this subsection 4 may not be installed prior to the receipt of an Appearance Review Certificate.
a.
One (1) Wall Sign, that shall not exceed five (5) square feet may be installed and displayed on each end of the canopy of Building D.
b.
One (1) Wall Sign, that shall not exceed fifty-six (56) square feet may be installed and displayed on the southeast corner of Building B.
c.
Three (3) Wall Signs, each that shall not exceed fourteen (14) square feet, may be installed and displayed on Buildings A, F, and G.
d.
One (1) Wall Sign, that shall not exceed twelve (12) square feet may be installed and displayed on the north facing elevation of Building C.
e.
One (1) Wall Sign, that shall not exceed five (5) square feet may be installed and displayed on each end of Building C.
f.
One (1) freestanding community board, that shall not exceed seventy (70) square feet may be installed and displayed:
1.
within the central landscape island that is located within the parking lot between Buildings B and D; and
2.
within the shopping center at the corner of Westerfield and Sheridan Road.
g.
One (1) freestanding directory board, that shall not exceed twenty-five (25) square feet, may be installed and displayed:
1.
in the pedestrian walkway between Buildings G, B and C; and
2.
in the central landscape island between Buildings B and D.
h.
One (1) street sign style Directional Sign indicating the location of specific tenants may be displayed and located in the central landscape island between Buildings B and D.
D.
Projecting Signs. Projecting Signs may be installed and displayed in a manner provided by Figure Appendix A-3: Projecting Sign and that does not exceed the following standards and limitations.
1.
Location.
a.
Each tenant may install and display one (1) Projecting Sign, per elevation.
b.
Projecting Signs are prohibited from being located or facing the Sheridan Road Right-of-Way or the 10th Street Right-of-Way.
2.
Material, construction and design standards.
a.
All Projecting Signs shall be constructed of a black metal frame with white, double-sided face. Sign letters applied to the face to be black acrylic, vinyl or metal.
b.
Projecting Signs shall not exceed three (3) square feet of maximum surface area, per side of the Projecting Sign.
c.
Projecting Signs shall not exceed three (3) feet, six (6) inches, maximum projection from the face of the building.
d.
The bottom of all Projecting Signs shall be at least seven (7) feet above grade.
e.
Projecting Signs may be internally illuminated only to no greater than 4000K. All electrical components for a Projecting Sign shall be concealed.
f.
Projecting Signs may display tenant's name or the tenant's logo or both.
E.
Wall Signs. Wall Signs may be installed and displayed in a manner that does not exceed the following standards and limitations.
1.
Location.
a.
Each tenant is allowed to install and display one (1) Wall Sign, per elevation, within the areas marked on Figure Appendix A-1: Elevation Exhibit. Tenants occupying second floor space open to the public are allowed additional Wall Signs.
b.
Wall Signs, including all supporting structure and materials shall not project beyond the ends or top of the wall to which it is affixed. Parapets shall not be considered the top of the wall for purposes of determining the location of a Wall Sign, except as authorized pursuant to an Appearance Review Certificate.
2.
Material, construction and design standards.
a.
Wall Signs may display tenant's name or the tenant's logo or both.
b.
All Wall Signs shall be constructed of wood, acrylic, plastic, high density foam, or metal.
c.
Wall Signs shall be securely attached, flat against the wall. All frames and supports shall be made of metal. Frames and supports shall not be made of wood, plastic or similar synthetic polymers.
d.
Wall Signs shall not exceed one (1) foot maximum projection from the face of the building.
e.
The bottom of all Wall Signs shall be at least eight (8) feet above grade.
f.
Wall Signs may be externally or internally illuminated (not both) to no greater than 4000K. All electrical components for a Wall Sign shall be concealed.
g.
Wall Signs shall only display words, logos, symbols, or other displays that relate to the owner that owns or the tenant that leases the space associated with where the Wall Sign is affixed.
h.
Wall Signs that have a single line of copy, maximum letter height shall not exceed:
(1)
One (1) foot (6) inches in height for tenants that occupy contiguous leased space less than 10,000 square feet.
(2)
Two (2) feet (6) inches in height for tenants that occupy contiguous leased space 10,000 square feet or greater.
i.
Wall Signs that have multiple lines of copy, maximum height shall not exceed:
(1)
Two (2) feet in height for tenants that occupy contiguous leased space less than 10,000 square feet.
(2)
Three (3) feet in height for tenants that occupy contiguous leased space 10,000 square feet or greater.
j.
If a signage copy is placed on a backer panel, panel sign may extend a maximum of four (4) inches on all sides surrounding the signage copy.
F.
Window Signs. Each tenant may display Window Signs, in a manner not to exceed the following standards and limitations.
1.
Window Signs may be located only upon 20% of the total glass area of the storefront of the owned or leased space and may not block visibility into the storefront.
2.
Window Signs may be of vinyl, metal, acrylic or painted signage adhered to the tenants storefront.
3.
Window Signs may display only the following:
a.
words, logos, symbols, or other displays that relate to the owner that owns or the tenant that leases the space associated with where the Window Sign is displayed.
b.
hours of operation, supplemental phrasing related to the tenant goods or services that are for sale.
6.
TEMPORARY SIGNS.
(A)
Temporary windows signs may be erected after prior approval and at the sole discretion of the owner. However, the coverage of such signs is limited to thirty percent (30%) of the window area.
(B)
Banners. Banners that are directly related to the commercial activity of one of the tenants or owners of any storefront in this district are allowed without a sign permit subject to the following:
1.
Banners are limited to twenty-five percent (25%) coverage of each side of the facade of the commercial space.
2.
Only one (1) banner is permitted per commercial space.
3.
No banner may be located higher than the roofline of the building to which it is attached.
4.
Banners shall be removed within seven (7) days after the primary construction has been completed or within seven (7) days of the issuance of a Certificate of Occupancy for the business that will occupy the storefront.
5.
Banners are limited to a display period of thirty (30) days.
(C)
Window wrap signs. Window wrap signs that are directly related to the commercial activity of one of the tenants or owners of any storefront in this district are allowed without a sign permit, subject to the following:
1.
Window wrap signs shall be removed within seven (7) days after the primary construction has been completed or within seven (7) days upon the issuance of a Certificate of Occupancy for the business that will occupy the storefront.
2.
Window wrap signs may cover one hundred percent (100%) of the window area.
3.
The total text size on window wrap signs may not exceed fifty percent (50%) of the total wrap area.
4.
Window wrap signs are permitted only on the ground floor, when the storefront of a commercial use is vacant or not open to the public due to construction activity within the building.

Wall Signs may display tenant's name or the tenant's logo or both.
b.
All Wall Signs shall be constructed of wood, acrylic, plastic, high density foam, or metal.
c.
Wall Signs shall be securely attached, flat against the wall. All frames and supports shall be made of metal. Frames and supports shall not be made of wood, plastic or similar synthetic polymers.
d.
Wall Signs shall not exceed one (1) foot maximum projection from the face of the building.
e.
The bottom of all Wall Signs shall be at least eight (8) feet above grade.
f.
Wall Signs may be externally or internally illuminated (not both) to no greater than 4000K. All electrical components for a Wall Sign shall be concealed.
g.
Wall Signs shall only display words, logos, symbols, or other displays that relate to the owner that owns or the tenant that leases the space associated with where the Wall Sign is affixed.
h.
Wall Signs that have a single line of copy, maximum letter height shall not exceed:
(1)
One (1) foot (6) inches in height for tenants that occupy contiguous leased space less than 10,000 square feet.
(2)
Two (2) feet (6) inches in height for tenants that occupy contiguous leased space 10,000 square feet or greater.
i.
Wall Signs that have multiple lines of copy, maximum height shall not exceed:
(1)
Two (2) feet in height for tenants that occupy contiguous leased space less than 10,000 square feet.
(2)
Three (3) feet in height for tenants that occupy contiguous leased space 10,000 square feet or greater.
j.
If a signage copy is placed on a backer panel, panel sign may extend a maximum of four (4) inches on all sides surrounding the signage copy.
F.
Window Signs. Each tenant may display Window Signs, in a manner not to exceed the following standards and limitations.
1.
Window Signs may be located only upon 20% of the total glass area of the storefront of the owned or leased space and may not block visibility into the storefront.
2.
Window Signs may be of vinyl, metal, acrylic or painted signage adhered to the tenants storefront.
3.
Window Signs may display only the following:
a.
words, logos, symbols, or other displays that relate to the owner that owns or the tenant that leases the space associated with where the Window Sign is displayed.
b.
hours of operation, supplemental phrasing related to the tenant goods or services that are for sale.
6.
TEMPORARY SIGNS.
(A)
Temporary windows signs may be erected after prior approval and at the sole discretion of the owner. However, the coverage of such signs is limited to thirty percent (30%) of the window area.
(B)
Banners. Banners that are directly related to the commercial activity of one of the tenants or owners of any storefront in this district are allowed without a sign permit subject to the following:
1.
Banners are limited to twenty-five percent (25%) coverage of each side of the facade of the commercial space.
2.
Only one (1) banner is permitted per commercial space.
3.
No banner may be located higher than the roofline of the building to which it is attached.
4.
Banners shall be removed within seven (7) days after the primary construction has been completed or within seven (7) days of the issuance of a Certificate of Occupancy for the business that will occupy the storefront.
5.
Banners are limited to a display period of thirty (30) days.
(C)
Window wrap signs. Window wrap signs that are directly related to the commercial activity of one of the tenants or owners of any storefront in this district are allowed without a sign permit, subject to the following:
1.
Window wrap signs shall be removed within seven (7) days after the primary construction has been completed or within seven (7) days upon the issuance of a Certificate of Occupancy for the business that will occupy the storefront.
2.
Window wrap signs may cover one hundred percent (100%) of the window area.
3.
The total text size on window wrap signs may not exceed fifty percent (50%) of the total wrap area.
4.
Window wrap signs are permitted only on the ground floor, when the storefront of a commercial use is vacant or not open to the public due to construction activity within the building.
