APPENDIX C

WEST LAKE PLAZA LOCAL SIGN ORDINANCE

1.

RELATIONSHIP TO ARTICLE 30-16.

All provisions regulating signage as established by Article 30-16 of Chapter 20 [appendix A, Zoning Ordinance,] of this Code shall apply to West Lake Plaza except to the extent they are modified herein.

2.

DEFINITION OF SIGNABLE AREA.

The signable area on the front facade of any tenant space in West Lake Plaza is the rectangular area bounded by the lighter colored fascia containing integrated raceways as depicted in Figure Appendix C-3: Signable Area. Signable areas shall be limited to the building faces having frontage on Lake Avenue, Skokie Boulevard, or the parking lot. There shall be no signable area on the building face having frontage facing south.

3.

DISPLAY WITHIN SIGNABLE AREA.

All wall signs shall be internally illuminated channel lettering signs displayed within the signable area. The maximum letter height of any sign shall be eighteen (18) inches. Logos and other graphics shall have a maximum height of twenty-four (24) inches. Illuminated channel lettering signs shall be mounted on raceways which may extend to within eighteen (18) inches of the ends of the signable area.

4.

COLOR OF SIGNS.

Wall signs shall have consistency in color and design. The standard color for the sign face shall be Lacryl Color 403-N (White-White). The face of each wall sign may display colors consistent with the brand of the business being advertised where those colors are part of an established identity program. The color of the return of each wall sign shall match the color STO Pearl Ash.

5.

ILLUMINATION.

No sign shall be illuminated between the hours of 11:00 p.m. and 6:00 a.m. unless and to the extent the activity displaying the sign is open for business during those hours. All signs within the PCD-3 district shall be installed with a photocell and a time clock set to be shut off at 11:00 p.m.

6.

PLAZA SIGNAGE.

Plaza identification signage with the letters "W P" will be permitted on the north face of the east sign band of Building 1 and the northwest angled face of Building 2.

7.

TENANT IDENTIFICATION SIGNAGE.

Tenant identification signage is permitted at the intersection of Lake Avenue and Skokie Boulevard (Type 1) and east of the curb cut along Lake Avenue (Type 2) as identified in Figure C-4.

A.

Type 1 tenant identification signage includes the name of the shopping center and additional tenants. Sign panels will be internally illuminated through white acrylic lettering set behind a routed opaque face.

The maximum height of the sign shall not exceed 17 feet.

2.

The masonry base shall be 10 feet in width, by 2' - 8" in depth, by 2' - 6" in height.

3.

The size of each tenant panel will be as dimensioned in Figure C-1. The font type shall be Optima Bold.

4.

Type A tenant panels shall have a maximum letter height of 7 inches.

5.

Type B tenant panels shall have a maximum letter height of 5 inches.

6.

Names shall be centered vertically and horizontally on panel with a minimum border of 2 inches from edge of text to edge of panel divider.

B.

Type 2 tenant identification signage includes the name of the shopping center and additional tenants. Sign panels will be internally illuminated through white acrylic lettering set behind a routed opaque face.

The maximum height of the sign shall not exceed 12 feet.

2.

The masonry base shall be 10 feet in width, by 2 feet in depth, by 2' - 6" in height.

3.

The size of each tenant panel will be as dimensioned in Figure C-2. The font type shall be Optima Bold.

4.

Type B tenant panels shall have a maximum letter height of 5 inches.

5.

Type C tenant panels shall have a maximum letter height of 6 inches.

6.

Names shall be centered vertically and horizontally on panel with a minimum border of 2 inches from edge of text to edge of panel divider.

8.

TEMPORARY SIGNS.

(A)

Banners. Banners that are directly related to the commercial activity of one of the tenants or owners of any storefront in this district are allowed without a sign permit subject to the following:

1.

Banners are limited to twenty-five percent (25%) coverage of each side of the facade of the commercial space.

2.

Only one (1) banner is permitted per commercial space.

3.

No banner may be located higher than the roofline of the building to which it is attached.

4.

Banners shall be removed within seven (7) days after the primary construction has been completed or within seven (7) days of the issuance of a Certificate of Occupancy for the business that will occupy the storefront.

5.

Banners are limited to a display period of thirty (30) days.

(B)

Window wrap signs. Window wrap signs that are directly related to the commercial activity of one of the tenants or owners of any storefront in this district are allowed without a sign permit, subject to the following:

1.

Window wrap signs shall be removed within seven (7) days after the primary construction has been completed or within seven (7) days upon the issuance.
