Fence requirements.
A.
Purpose. These standards are intended to regulate walls, fences, and retaining walls to:
1.
Enhance the visual appearance of the built environment within the Parish;
2.
Ensure visual compatibility with surrounding properties; and
3.
Ensure maintenance of proper and adequate drainage and public safety.
B.
Applicability. These standards shall apply to all new and existing developments throughout the Parish, except for the following:
1.
Fences constructed of three-wire, split-rail, or other materials where water could pass through without obstruction in the Rural (R) or Conservation (C) districts.
C.
Permit required. A fence permit shall be issued by the building department prior to construction of any fence or wall and shall meet the requirements of this section.
D.
Height.
1.
Alternative height. Walls and fences shall be a minimum of eight feet in height if they enclose refuse, service, or sewer treatment facilities.
E.
Materials.
1.
Fencing materials shall be compatible with the overall design of the principal building and site landscape. Acceptable materials include:
a.
Natural stone;
b.
Brick;
c.
Stucco;
d.
Wood;
e.
Plastic and vinyl if manufactured for the purposes of fencing;
f.
Decorative concrete block;
g.
Metal, such as wrought iron; and/or
h.
Chain link, except for along frontages facing an arterial as designated in the Major Street Plan.
2.
The following fencing materials are prohibited:
a.
Chicken wire along a property perimeter, except for those used for internal runs and personal gardens;
b.
Chain link on frontages facing an arterial as designated in the Major Street Plan;
c.
Plywood;
d.
Corrugated metal;
e.
Barbed wire, unless approved by the Director; and
f.
Electrically-charged fences, except for agricultural purposes.
F.
Prohibited. The following are prohibited:
1.
Fences and walls located within a servitude or otherwise impede or divert the flow of water in drainage ways; and
2.
Fences and walls located within any required sight triangle.
