The Mayor and Township Council of the Township of Berlin shall not effect any changes to the Township Master Plan and/or this chapter until it has made a good faith effort to notice, by first-class mail, all owners of property within the designated area where the Master Plan and/or Zoning Ordinance change or amendment to this chapter is proposed. Such notice must be provided no later than 10 days prior to the introduction of any proposed Master Plan and/or change or amendment to this chapter.

The regulations and restrictions herein may be amended, changed, modified or repealed, and the boundaries or districts may be changed by ordinance, but no amendment or change shall become effective unless the ordinance proposing such amendment or change shall first have been submitted to the Planning Board for approval, disapproval or suggestions.

The Planning Board shall have a reasonable time, not less than 35 days, for considering and rendering a report to the governing body. In the case of an unfavorable report by the Planning Board, such amendment shall not become effective except by a favorable vote of a majority of the full authorized membership of the governing body.
