The Planning Board or the Board of Adjustment, as the case may be, shall hold a hearing on each application for development and/or the adoption, revision or amendment of the Master Plan. Notwithstanding any other provisions of this chapter, nothing contained herein shall be construed to require public notice of hearings on concept plans. The Borough Council shall hold a hearing on the adoption or amendment of a development regulation, and Official Map or a Capital Improvements Program. Those hearings requiring a public notice be given are set forth in Subsection
21-6.10. Prior to the subdivision or re-subdivision of land and prior to the issuance of a building permit, zoning permit, or certificate of occupancy or certification of compliance, change in owner or tenant for any lot or structure, and prior to an alteration of the exterior of a nonresidential or multifamily structure or alteration to land of a nonresidential or multi-family use, an application for subdivision or site plan, as the case may be, shall be submitted to and approved by the Planning Board in accordance with the requirements of this section; except that subdivision or individual lot applications for detached one or two family dwelling unit buildings shall be exempt from site plan review and approval.
