This title, which includes Chapters 17.04 through 17.128, shall be known and may be cited and referred to as the "Zoning Ordinance of the city of Decorah, Iowa," and shall be referred to herein as this title.

In their interpretation and application, the provisions of this title shall be held to be minimum requirements. Where this title imposes a greater restriction than is imposed or required by other provisions of this title or by other rules or regulations or ordinances, the provisions of this title shall control. If any other statute, ordinance or regulation imposes higher standards than are required by this title, such statute, ordinance or regulation shall control. Any regulation adopted under the authority of this title which relates to a structure, building, dam, obstruction, deposit or excavation in or on the floodplains of a river or stream, shall require prior approval of the Iowa Department of Natural Resources to establish, amend, supplement, change or modify such regulation or to grant a variation or exception from it.
