CHAPTER 17

76 - R-3 MULTIPLE-FAMILY RESIDENTIAL DISTRICT

17.76.010 - Statement of intent.

The R-3 district is intended and designed to provide for certain high-density residential areas now developed with multiple-family dwellings and areas where similar residential development seems likely to occur.

17.76.020 - Principal permitted uses.

Only the uses of structures or land listed in this section shall be permitted in the R-3 district:

A.

Any use permitted in the R-2 district;

B.

Multiple dwellings, including row dwellings and condominium dwellings;

C.

Boardinghouses;

D.

Institutions of a religious, educational or philanthropic nature, including libraries, and colleges;

E.

Hospitals, funeral homes, and mortuaries;

F.

Nursing, convalescent, and retirement homes;

G.

Private clubs, lodges or veteran's organizations, excepting those holding a beer permit or liquor license;

H.

Private schools, nursery schools, child nurseries and preschools;

I.

College dormitories, fraternity and sorority houses.

17.76.030 - Permitted accessory uses.

Accessory uses permitted in the R-3 district are as follows:

A.

Accessory uses permitted in and as limited in the R-1 district;

B.

One nonlighted sign not to exceed twelve square feet in total area, attached flat against the principal structure, indicating the name of the premises and/or the names of the occupants, shall be permitted;

C.

In lieu of subsection B above, one monument or directory sign shall be permitted. Such sign shall not exceed sixteen square feet in area and shall be set back at least twenty feet from any public right-of-way or property line. Such sign may be indirectly lighted.

17.76.040 - Bulk regulations

The following minimum requirements shall be observed subject to the modifications contained in Chapter 17.40:

A.

Lot area:

Single-family dwelling: Six thousand square feet.

Two-family dwelling: Seven thousand five hundred square feet.

Multiple-family dwelling or other permitted use: Ten thousand square feet for first three units.

Multiple-family dwellings or row housing, per unit: One thousand two hundred square feet for each unit above three.

B.

Lot width:

Single-family dwelling: Fifty feet.

Two-family dwelling: Fifty feet.

Multiple-family dwelling or other permitted use: Sixty feet.

Row housing units: Twenty feet.

C.

Front yard: Twenty feet.

D.

Side yards:

Three stories or less, up to thirty-five feet: Eight feet.

E.

Rear yard: Twenty-five feet.

F.

Maximum height:

Principal building: Forty-five feet.

Accessory dwelling unit: Thirty-five feet.

Accessory building: Twenty-five feet measured to the peak of the roofline from grade. No entry door shall be taller than nine feet.

G.

Maximum number of stories:

Principal building: Four stories.

Accessory dwelling unit: Three stories.

Accessory building: Two stories.

17.76.050 - Minimum width regulation.

The minimum dimension of the main body of the principal building shall not be less than twenty-four feet.

17.76.060 - Perimeter foundation requirement.

A permanent perimeter foundation, meeting the Decorah building code standards, shall be required for all principal buildings.

17.76.070 - Off-street parking and loading.

Spaces for off-street parking and loading shall be provided in accordance with the provisions of Chapter 17.52.

17.76.080 - Site plans.

Site plans shall be required in accordance with the provisions of Chapter 17.36 for all uses permitted in this district, except single- and two-family dwellings.
