52 - LOADING AND PARKING SPACE REQUIREMENTS2

In any district in connection with every building or part thereof hereafter erected, having a gross floor area of ten thousand square feet or more, which is to be occupied by manufacturing, storage, warehouse, goods display, retail store, wholesale store, market, hotel, hospital, mortuary, laundry, dry cleaning or other uses similarly requiring the receipt or distribution by vehicles of material or merchandise, there shall be provided and maintained on the same lot with such building, at least one off-street loading space plus one additional such loading space for each twenty thousand square feet or major fraction thereof of gross floor area, so used, in excess of ten thousand square feet.
A.
Each loading space shall not be less than twelve feet in width and forty feet in length.
B.
Such space may occupy all or any part of any required yard or open space, except where adjoining an R district, it shall be set back at least twenty feet and effectively landscaped and screened by plantings.

A.
Number of Parking Spaces Required.
1.
General Parking Ratios. In all districts, except the C-3 district, in connection with every industrial, commercial, business, trade, institutional, recreational or dwelling use, and similar uses, space for parking and storage of vehicles shall be provided in accordance with Table 17.52.020-1 below. Required off-street parking facilities shall be primarily for the parking of private passenger automobiles or occupants, patrons or employees of the principal use served.

GFA: Gross Floor Area means the area in square feet (sf) within the exterior walls of a building, exclusive of any area used for off-street parking, courtyards, or mechanical equipment.
2.
Accessible Parking Ratios. Refer to SUDAS for required ratios of accessible parking.
B.
In case of any building, structure or premises, the use of which is not specifically mentioned herein, the provisions for a use which is so mentioned, and to which said use is similar shall apply, as may be determined by the zoning administrator.
C.
Parking Lot Dimensions.
1.
Parking Spaces. Refer to SUDAS for required parking space dimensions.
2.
Parking Module Design. The parking "module" refers to the width of the drive aisle combined with the length of the parking stalls on one or both sides of the drive aisle. Refer to SUDAS for required parking module design.
D.
Accessibility Requirements. Refer to SUDAS for required specifications for accessible parking spaces, passenger loading zones, and access routes.
E.
Driveways.
1.
Refer to SUDAS for specifications for required distances between driveways, required distances between driveways and intersections, and required driveway widths.
2.
All driveways and driveway approaches shall be surfaced with a flexible or rigid pavement.
3.
For a residential dwelling, the maximum width for a driveway approach within the city right-of-way is twenty-four feet.
4.
For parking lots where separate entrances and exits cannot be provided, the driveway to the parking lot shall be at least twenty-four feet wide to provide two twelve-foot lanes.
F.
Parking Lot Setback Requirements. Every tract of land hereafter used as a public or private parking area shall be developed and maintained in accordance with the requirements provided in Table 17.52.020-2 and Table 17.52.020-3 below.

G.
Pavement Design and Markings.
1.
For all zoning districts other than F-1 Floodplain District, all required off-street parking areas shall be surfaced with a flexible or rigid pavement or similar surface so as to provide a durable and dustless surface. They shall be graded and drained to ensure surface water is not discharged onto adjacent properties and shall be arranged and clearly marked to provide for orderly and safe loading or unloading and parking and storage of self-propelled vehicles.
2.
For F-1 Floodplain District, required off-street parking areas shall be surfaced as set forth above in subparagraph 1, above, with a flexible or rigid pavement or similar surface, or off-street parking areas shall be surfaced with gravel at a depth and in a manner as approved by the city engineer. They shall be graded and drained to ensure surface water is not discharged onto adjacent properties and shall be arranged and clearly marked to provide for orderly and safe loading or unloading and parking and storage of self-propelled vehicles. Gravel surface parking shall be exempt from the landscaping and screening requirements of paragraph J of Section 17.52.020, off-street parking area requirements.
H.
Lighting. If lighting is desired, cutoff style luminaries shall be utilized to minimize glare and prevent light trespass onto adjacent properties and city streets. Dark-sky lighting features should be utilized.
I.
Off-street parking areas in residential districts shall be provided on the same lot with the principal use. Off-street parking and loading areas may occupy all or part of any required yard or open space, subject to the provisions of this section, except that no required off-street parking or loading areas shall be located in any required front yard in a residential district. This provision shall not prohibit counting the driveway as a parking space, provided no more than two such spaces shall count towards the total required off-street parking requirement per dwelling unit.
J.
Landscaping and Screening.
1.
Internal Landscaping. All parking lots that are one acre or larger in size shall be required to landscape the interior of such lot. Not less than ten percent of the interior of the parking lot shall be provided as landscaped space. Each separate landscaped area shall contain a minimum of fifty square feet and shall have a minimum width dimension of at least five feet.
2.
Peripheral Landscaping. All parking lots containing ten or more parking spaces shall provide peripheral landscaping. The peripheral landscaping shall consist of a landscaped strip not less than five feet in width and shall be located between the parking area and the abutting property lines. One tree for each fifty lineal feet of such landscaping or fractional part thereof shall be planted in the landscaping strip. Species and types of trees shall be negotiated and agreed upon in consultation with the City Forester. Each such planting area, and "landscaping," shall be defined as an area landscaped with grass, ground cover or other landscaping material, excluding paving, in addition to the required trees. Shrubbery, hedges or other planting material may be used to complement the tree landscaping.
3.
Landscaping Materials. The primary landscaping materials used in parking lots shall be trees which provide shade or are capable of providing shade at maturity. Shrubbery, hedges and other plantings may be used to complement the tree landscaping. Effective use of earth berms and the existing topography is also encouraged. Such landscaped areas shall be in addition to the minimum open space requirements for commercial and industrial districts.

The following definitions shall apply:
"Fractional spaces" means any fractional parking space one-half or more shall be considered a whole space.
"Landscaping" means an area covered with grass, ground cover, vegetation, or other landscaping materials, excluding paving or rock.
"Seating capacity" means when the unit of measurement determining the number of required parking spaces is based upon the seating capacity, each twenty-four inches of a pew, bench or other seat shall count as one seat.

In commercial districts (excluding C-3) bike stalls shall be provided at a ratio of five percent to automobile requirements.
