Zoning is a governmental tool that is designed to promote the health, safety and general welfare of the people of Eastman, Georgia, through the regulation of land use. The objectives of this ordinance are:
(1)
To establish zoning districts where land development appropriate to a given district will be encouraged to develop in that particular district rather than in other parts of the city. This step is designed to prevent the inharmonious use of land and the accompanying decrease in property values. Zoning can stimulate residential, commercial, and industrial construction in Eastman by providing specific areas where such types of development can take place on a logical basis with minimum interference from surrounding land development.
(2)
To establish area, yard, and height requirements whereby buildings in certain districts are: (a) required to be set back certain distances from the street, and from side and rear lot lines; (b) have a minimum lot area; and (c) conform to reasonable height limitations. The basic purpose of these regulations is to prevent overcrowding and to insure adequate light and air.
(3)
To require adequate off-street parking and loading in certain commercial and industrial areas. In future years, this will materially lessen traffic congestion and will provide better access to business and industrial areas, thereby benefiting both the city and the owners and developers of such properties.
