Business districts are established to protect existing commercial uses which provide goods and services primarily for local and surrounding trade area residents and to provide for their future development.

Any non-residential use permitted in an "R" zone shall be permitted in a "B-1" zone provided that such uses shall be subject to the requirements of the "R" zone.
(92.2)
Any non-residential use permitted in a "P" zone shall be permitted in a "B-1" zone, subject to the requirements of the "P" zone. Residential use in a "B-1" zone may be allowed through a "Special Use Permit" when approved by the City Council, after recommendation by the Planning and Zoning Board. One off street parking space must be provided for each tenant prior to approval being granted.

Any retail business dispensing goods or services including drive-in type businesses, but excluding the following:
(A)
Bakery employing more than five (5) persons engaged in the production of baked goods;
(B)
Billboards;
(C)
Blacksmith or other metal working shops;
(D)
Building material supply sales or storage;
(E)
Candy shop employing more than five (5) persons engaged in the production of candy;
(F)
Coal and ice plant;
(G)
Contractor's storage yard;
(H)
Drive-in theater;
(I)
Laundry or dry cleaning plants employing more than five (5) persons;
(J)
Farm equipment sales agencies;
(K)
Garages, except those operated in connection with new car agencies, where major repairs take place;
(L)
Printing plant;
(M)
Stone or monument works;
(N)
Truck terminal;
(O)
Undertaker;
(P)
Tire re-capping;
(Q)
Wholesale distributors of gasoline, fuel oil and liquefied petroleum gases; and

Upon approval of location by the city council and after recommendation by the planning commission, the following may be permitted:
(A)
Commercial recreation facilities.
(B)
Places of amusement.
(C)
Veterinarians.
(D)
Motels.
(E)
Professional Fortunetelling.
(F)
Counseling Services.
(G)
Psychic Readings.
(H)
Apartments.

Signs: Any exterior sign including signs that are flat against a building shall be located not less than fifty (50) feet from an "R" Zone boundary line; exterior signs shall not exceed one hundred (100) square feet.

Yards:
(A)
Where the block frontage is located partly in a "B-1" zone and partly in an "R" zone the front yard requirements of the "R" district shall apply in the "B-1" zone.
(B)
Gasoline dispensing pumps shall be set back a minimum of twelve (12) feet from any street right-of-way line.
(C)
Where the side of a lot in a "B-1" zone abuts upon the side of a lot in an "R" zone, there shall be a side yard of not less than four (4) feet for each story or twelve (12) feet in height, but such side yard for a one story building shall be not less than six (6) feet in width. In all other cases, a side yard for a business building shall not be required, but if provided, it shall be not less than three (3) feet in width.
(D)
On a corner lot in a "B-1" zone, which abuts on an "R" zone, there shall be provided a side yard on the side street equal in depth to the required front yard of the "R" zone.
(E)
Where a B-1 zone abuts an "R" zone, there shall be a rear yard which will not exceed twenty (20) feet.

In all other cases, no rear yard shall be required, but if provided, it shall be not less than five (5) feet in depth.
