In pursuance of the authority conferred by the Georgia General Planning Enabling Act of 1957, as amended, and for the purpose of promoting the health, safety, morale, convenience, order, prosperity or the general welfare of the City of Eastman, lessening congestion on the streets, securing safety from fire, panic and other dangers; providing adequate light and air; preventing the overcrowding of land; avoiding undue concentration of population; facilitating the adequate provision of transportation, water, sewerage, schools, parks and other public requirements; promoting desirable living conditions and the sustained stability of neighborhoods; protecting property against blight and depreciation; conserving the value of buildings and encouraging the most appropriate use of land and other buildings and structures throughout the municipality, all in accordance with a comprehensive plan, the City Council of Eastman, Georgia, does ordain and enact into law the following articles and sections.

WHEREAS, by the provision of General Assembly of 1957, pages 420—443 as amended, Chapter 69-12 of the Code of Georgia, authority is conferred upon the City of Eastman and the County of Dodge, Georgia, to establish districts or zones within their jurisdictions for the purpose of regulating the use of land and buildings.

WHEREAS, the City Council of the City of Eastman, Georgia, deems it necessary in order to lessen congestion in the streets; to secure safety from fire, panic, and other dangers; to provide adequate light and air; to prevent the overcrowding of land, to avoid undue concentration of population; to facilitate the adequate provisions of transportation, water, sewerage, schools, parks and other public services and otherwise to promote the public safety, health, convenience, and general welfare in logical manner.

WHEREAS, there is rapid expansion and growth occurring in the City of Eastman and new streets are being constructed or are to be soon constructed, all of which makes the need for an adequate zoning ordinance and resolution immediate and imperative, the Eastman-Dodge County Planning Commission is hereby authorized to hear and make recommendations on zoning matters to the responsible governing authority within the corporate limits of Eastman, Georgia.
