CHAPTER 1183

Off-Street Parking and Loading Requirements

1183.01 GENERAL REQUIREMENTS.

   In all districts in connection with every industrial, business, institutional, residential, or other uses, there shall be provided, at any time any building or structure is erected or is enlarged, or is altered in any way which would provide for habitation by an increased number of people, the number of off-street parking spaces for motor vehicles set forth under Section 1183.14 in accordance with the following requirements:
   (a)   Each off-street parking space shall have an area of not less than 180 square feet exclusive of access drives or aisles, and shall be of usable shape and condition.
   (b)   There shall be adequate provision for ingress and egress to all parking spaces. Where a lot does abut on a public or private alley or easement of access, there shall be provided an access drive not less than eight (8) feet in width in the case of a dwelling and not less than twenty (20) feet in width in all other cases, leading to the parking or storage or loading or unloading spaces required hereunder.

1183.02 INTERPRETATIONS.

   The following rules shall govern the determination of spaces required:
   (a)   Floor Area. The gross floor area of the use specified.
   (b)   Fractional numbers shall be increased to the next whole number.
   (c)   The parking space requirement for a use not specifically mentioned herein shall be the same as required for a use of similar nature.

1183.03 SETBACKS.

   Off-street parking areas may not be located within any required landscape strip or closer than five feet of any property line.

1183.04 SCREENINGS.

   All parking areas shall be screened in accordance with Chapter 1189.

1183.05 PAVING.

   Surfacing shall be accomplished with an asphaltic or Portland cement binder pavement in order to provide a durable or dust free surface, and a design drawing must be submitted before the permit will be issued.

1183.06 LIGHTING.

   Any parking area which is intended to be used during non-daylight hours shall be properly illuminated to avoid accidents. Any lights used to illuminate a parking lot shall be arranged as to direct light away from the adjoining property.

1183.07 LOCATION OF PARKING SPACES.

   (a)   Short-Term Parking. The vehicle may be parked or stored for no longer than seventy-two (72) hours in an actual front or corner side yard for the purpose of loading and unloading.
   (b)   Long-Term Parking. The vehicle may be parked or stored for over seventy-two (72) hours only in the locations specified herein:
      (1)   Inside a structure, the vehicle shall be parked in a garage, carport, or covered parking space, where one exists on the premises large enough to accommodate the vehicle.
      (2)   In the rear or side yard, otherwise, the vehicle shall be parked in the driveway or a widening thereof with surfacing to permit appropriate drainage located in an actual rear or interior side yard behind the front building line and not less than five (5) feet from any lot line.
      (3)   Multifamily, otherwise, where the dwelling unit does not have its own driveway (as may be the case with multifamily units), the vehicle shall be parked in an off-street parking space on the premises outside of an actual front or side yard or in an off-street space off premises.
   (c)   The following regulations shall govern the location of off-street parking spaces and areas:
      (1)   All parking spaces required, herein, for all single and two-family residential uses shall be located on the same lot as the use which they are intended to serve.
      (2)   All parking spaces required herein for apartments, dormitories, or similar residential uses shall also be located on the same lot with the building and uses served.

1183.08 DISABLED VEHICLES.

   The parking of a disabled and/or unlicensed vehicle within a residential or commercial district for a period of more than ten (10) days shall be prohibited, unless such vehicle is stored in an enclosed garage or other accessory building.

1183.09 DRAINAGE.

   All parking spaces, together with driveways, aisles, and other circulation areas shall be graded and drained so as to dispose of surface water which might accumulate within or upon such area and shall be designed to prevent the excess drainage of surface water onto adjacent properties, walkways, or onto the public streets. Adequate arrangements shall be made to insure acceptable diversion to an adequate storm water drainage system.

1183.10 VISIBILITY.

   Access of driveways for parking areas shall be located in such a way that any vehicle entering or leaving such parking area shall be clearly visible for a reasonable distance by any pedestrian or motorist approaching the access or driveway from a public or private street or alley.

1183.11 MARKING.

   All parking areas for five (5) or more spaces shall be marked with paint lines, curbs, or in some other manner approved by the Zoning Inspector and shall be maintained in a clearly, visible condition.

1183.12 MAINTENANCE.

   Any owner of property areas shall maintain such areas in good condition without holes and free of all dust, trash, or other debris.

1183.13 SIGNS.

   Where necessary, due to multiple curb cuts, the entrances, exits, and the intended circulation pattern of the parking area shall be clearly marked.

1183.14 PARKING SPACE REQUIREMENTS.

   For the purpose of this Ordinance the following parking space requirements shall apply:

(a)   Residential:
 
   (1)    Single-family or two-family dwelling
Two (2) for each unit
   (2)    Apartment hotels, apartments, or multi-family dwellings.
Two (2) for each unit.
   (3)    Boarding houses, rooming houses, which have sleeping rooms.              
One (1) for each sleeping room or two (2) for each permanent occupant.
(b)   Commercial:
   (1)    Automobile service stations which also provide repair.
One (1) for each two (2) gasoline pumps, two (2) for each service bay.
   (2)    Hotels, motels.
One (1) per each sleeping room plus one (1) space for each two (2) employees.
   (3)   Funeral parlors, mortuaries, and similar type uses.
One for each fifty (50) square feet of floor area in slumber rooms, parlors, or service rooms, or one (1) for each room used as a chapel, slumber, or parlor room, whichever is greater.
(c)   Recreational or Entertainment:
   (1)   Dining rooms, restaurants, taverns, night clubs, etc.
One (1) for each 200 square feet of floor area.
   (2)   Bowling alleys.
Four (4) for each alley or lane plus one (1) additional space for each 100 square feet of the area used for restaurant, cocktail lounge, or similar use.
   (3)    Dance Floors, skating rinks.
One (1)for each 100 square feet of floor area used for the activity.
   (4)   Outdoor swimming pools, public or community or club.
One (1) for each five (5) persons capacity plus one (1) for each four (4) seats or one for each thirty (30) square feet floor area used for seating purposes, whichever is greater.
   (5)   Auditoriums, sport arenas, theaters, and similar uses
One (1) for each five (5) seats.
   (6)   Retail stores.
One (1) for each 250 square feet of floor area.
   (7)    Banks, financial institutions and similar uses.
One (1)for each 200 square feet of floor area.
   (8)    Offices, public or professional administration or service buildings.
One (1) for each 400 square feet of floor area.
   (9)    All other types of business or commercial uses permitted in any commercial district.
One (1) for each 300 square feet of floor area.
(d)    Institutional:
   (1)    Churches and other places of religious assembly.
One (1) for each five (5) seats.
   (2)    Hospitals.
One (1) for each three (3) beds.
   (3)    Sanitariums, homes for the aged, nursing homes, children homes, asylums, and similar uses
One (1)for each three (3) beds for the first 100 beds, and one (1) space for each three (3) beds in excess of 100.
   (4)    Medical and dental clinics.
One (1) for every 300 square feet floor area of examination treating room office, and waiting rooms.
   (5)    Libraries, museums, and art galleries.
One (1) for each 250 square feet of floor area.
(e)   Schools (Public, Parochial, or Private):
   (1)    Elementary and senior high schools.
Two (2) for each classroom and one (1) for every eight (8) seats in auditoriums or assembly halls.
   (2)    High schools.
One (1) for every ten (10) students and one (1) for each teacher and employee.
   (3)    Business, technical, and trade schools.
One (1) for each two (2) students.
   (4)   Colleges, universities.
One (1) for each four (4) students.
   (5)   Kindergartens, child care centers, nursery schools, and similar uses.
Two (2) for each classroom, but not less than six (6) for the building.
(f)   Industrial:
   (1)    All types of manufacturing storage, and wholesale uses permitted in any industrial district.
One (1) for every two (2) employees (on the largest shift for which the building is designed), plus one (1) for each motor vehicle used in the business.
   (2)    Cartage, express, parcel delivery and freight terminals.
One (1) for every two (2) employees (on the largest shift for which the building is designed) and one (1) for each motor vehicle maintained on the premises.

1183.15 GENERAL INTERPRETATIONS.

   In the interpretation of this Chapter, the following rules shall govern:
   (a)   Parking spaces for other permitted or conditional uses not listed in this Chapter shall be determined by the Planning and Zoning Commission.
   (b)   Fractional numbers shall be increased to the next whole number.
   (c)   Where there is an adequate public transit system or where for any other reason parking requirements are unusually low, then the parking space provisions cited above may be reduced proportionately by the Planning and Zoning Commission.
   (d)   Where floor area calculations are relevant to determine parking space requirements under this chapter, and except as otherwise provided herein, “usable floor area” shall be employed as the standard.
   (e)   All places of public convenience shall comply with all requirements of the Americans with Disabilities Act with regard to handicapped parking spaces.
