Mobile Home District

10.48.010 Purpose

The purpose of this chapter is to provide for the development of mobile home parks which will promote the objectives and purposes of this title and to protect the integrity and characteristics of the districts contiguous to mobile home parks. The minimum mobile home project size shall be five acres.

10.48.020 Permitted Uses

  1. The following are permitted uses in the M-H district:
  2. Mobile home subdivision;
  3. Mobile home park;
  4. Household pets;
  5. Accessory uses and buildings customarily incidental to the above;
  6. The tilling of the soil, the raising of crops horticulture, and gardening;
  7. Planned unit development.

10.48.030 Conditional Uses

  1. The following are conditional uses in the M-H district:
  2. School;
  3. Recreational vehicle park;
  4. Public buildings;
  5. Public utilities;
  6. Parking lots;
  7. Parks and playgrounds;
  8. Planned unit development;
  9. Home occupation

10.48.035 Prohibited Uses

Any use not expressly identified as a use allowed within Escalante City, as either a Permitted, Conditional, or Temporary Use, is hereby determined to be a prohibited Use.

10.48.040 Height Regulations

No main building shall exceed thirty-five (35) feet in height. No dwelling shall be less than one story in height.

10.48.050 Area And Location Requirements

The mobile home park shall be designed and established for the accommodation of mobile homes, and that said mobile home park, as planned, designed and constructed shall have the following minimum requirements for area and location:

  1. The front of the mobile home park area shall face street or highway; and shall have a frontage setback of twenty-five feet from the property line, with a wall or hedge fence installed at permissible heights along the front of the mobile home park at the twenty-five foot setback line, with the area between the aforesaid hedge or fence and street sidewalks to be planted into lawn or otherwise beautified.
  2. The side area and back portion of the mobile home park shall have constructed a sixty percent sight-obscuring fence or wall, six feet in height.
  3. A hard-surfaced street of a minimum width of at least twenty-five feet shall be constructed and provided within the area, with access to each and every mobile home unit parking area.
  4. Each mobile home unit shall be set back from the aforesaid hard-surfaced street at least five feet.
  5. There shall be provided a separation area between each mobile home unit parking area of at least fifteen feet; and a minimum of thirty feet frontage per parking unit.
  6. There shall be provided for the parking of each and every mobile home unit a hard-surfaced area constructed of either concrete or oiled mulch.
  7. There shall be constructed a sidewalk or walkway area along the hard-surfaced area or street, with ingress and egress areas to each and every mobile home unit parking area.
  8. Each mobile home site shall be designed to accommodate at least ten mobile-homes.

10.48.060 Safety Sanitation And Ornamental Requirements

Each mobile home park area shall contain and provide the following minimum requirements for safety, sanitation, and ornamental purposes:

  1. Each mobile home unit parking area shall be provided with adequate water supply line in accord with the municipal ordinances so made and provided; and each mobile home parking area shall have an approved shut-off valve of sufficient depth and approved by the municipal water superintendent to allow and provide for water control and shut-off for each mobile home unit parking space.
  2. All mobile home parks shall, when within three hundred feet existing municipal sewer line, be connected to such municipal sewer system, and the expense of making such connection to such municipal sewer system, shall be borne by the owner of said mobile home park; the owner and/or operator of said mobile home park shall pay all expenses incurred in extending such municipal sewer line to said mobile home parking area, and in addition, pay a connection fee to the municipal corporation of Escalante City.
  3. Sewer connections for each mobile home unit parking space shall be provided with a trapped four inch waste line below the front line and extended upward to the surface of the ground; each mobile home unit connection shall be set in concrete; all sewer plumbing within such mobile home park shall be subject to periodic inspections by the municipal plumbing inspector for health and sanitation purposes.
  4. Each and every mobile home parking space shall be provided with an electrical outlet of one hundred ten volts; said electrical outlet shall be of an approved underground, cable-type connection, or an electrical line suspended at least eighteen feet above the ground surface; no electrical line shall be allowed to lay on the group area, and all electrical connections as in this paragraph provided shall be subject to periodic inspections by the designated municipal officer for safety purposes.
  5. Fire hydrants shall be located within four hundred feet of every lot within the mobile home park area; all skirting of the foundations around each and every mobile home unit shall be on noninflammable material; all petroleum and liquefied gas and other related and similar containers shall be located within five feet from the outside door of each mobile home, and shall be securely fastened in place with connections to said containers made with approved copper or other metallic tubing, and the location of such petroleum and liquefied gas and/or other related containers within the mobile home unit shall be expressly prohibited; the accumulation of litter around or underneath such mobile home units shall be prohibited, and each and every mobile home unit shall be subject to periodic Inspection by municipal fire inspector for safety purposes.
  6. Each mobile home unit parking space shall be provided with off-street parking area for at least one motor vehicle; vehicle parking within the street shall be controlled to allow purposes. Not less than five percent of the area within such mobile home park is to the free travel of vehicles upon such street; such street areas within such mobile home park shall be subject to periodic patrolling by municipal police officers for safety be set aside for play space, and Is to be planted in lawn, or otherwise equipped with play apparatus for children.
  7. The owner and/or operator of said mobile home park shall provide metal garbage containers with tight lids, which shall be located and secured in an area and in such a manner as to prevent littering. Said owner and/or operator shall dispose of all refuse and garbage accumulated within the mobile home park at least every four days.

10.48.070 Permit Required

A permit to construct, maintain and/or operate a mobile home park within the limits of the municipality of Escalante City shall be issued to any person obtaining a municipal business license for such purpose and duly registering with the municipal board of health; such permit to maintain and/or operate such mobile home park may be revoked by the municipal health officer upon conviction of any of the provisions of the municipal ordinances pertaining to health, sanitation and/or nuisance, and arising out of the maintenance and/or operation of such mobile home park; such municipal health officer is authorized to make regular inspections of such mobile home park area for purposes of health and sanitation.
