These regulations constitute the zoning code of the City of Hartford. These Regulations, colloquially known as Zone Hartford, were adopted by the Planning & Zoning Commission and made effective January 19, 2016.
These regulations were adopted pursuant to the city charter and in accordance with the general statutes as amended. These regulations apply to all public and private use and development of properties within the corporate limits of the city, except as provided by state or federal law or as otherwise expressly stated. Section 1.1 Introductory Provisions provides additional information in this regard.
The regulations include a mix of use-based and form-based zoning standards. It intends to minimize reliance on discretionary use permits and streamline sustainable development. Adoption of the code made Hartford the first city with a population greater than 100,000 to eliminate parking minimums. The code was one of two winners of the 2020 Driehaus Form-Based Codes Award by the Form-Based Codes Institute of Smart Growth America.
