CONVERSION OF RESIDENCES TO OFFICE OR COMMERCIAL USE
The purpose of this article is to outline procedures and standards for the conversion of residences to office or commercial use.

A conditional use permit shall be filed pursuant to article II, section 90-42 of this chapter for the conversion of any residence to office or commercial use.

(a)
Lots subject to this article having any boundary adjacent to an arterial highway, major highway or secondary highway as designated on the circulation element of the general plan shall meet the following minimum requirements:
(1)
All development standards of the zone in which the use is located, in addition to the requirements listed in this section.
(2)
Driveway approach width shall be as follows:
a.
Major highway: 35 feet minimum.
b.
Secondary highway: 25 feet minimum.
(b)
All other lots shall meet all development standards of the zone in which the use is located, except as follows:
(1)
Minimum driveway width is as follows:
a.
Fourteen feet for driveways serving six or fewer parking spaces. A turnaround must be provided as illustrated in figure 1:
b.
Fourteen feet with no turnaround if there are separate driveways for ingress and egress to a dedicated street or alley, and the driveways are clearly posted as one-way.
c.
Twenty feet for driveways serving more than six parking spaces.

Aisle widths shall comply with city parking lot standards, P-100.
(d)
The conversion to office or commercial use shall involve the entire square footage of all structures on the premises.

A decision of the planning commission under this article may be appealed to the city council pursuant to the provisions of section 90-44.
