Nothing herein contained shall require any change in plans, construction or designated use of a building actually under construction at the time of passage of this ordinance, and which can be completed within nine (9) months from the date of passage of this ordinance.

Nothing herein contained shall require any change in the plans and occupancy of a building permit for which it has been issued before passage of this ordinance and which can be completed within nine (9) months after the date of the passage of this ordinance. If any amendment to this ordinance is hereafter adopted changing the boundaries or uses of the district, the provisions of the ordinance existing or permit issued before the alterations shall apply. Commitments with reference with public utility buildings necessary for proposed expansion of the city made prior to the passage of this ordinance shall be observed.
