36 - PROVISIONS GOVERNING CENTRAL BUSINESS C-2 DISTRICT
The central business (C-2) district is established to provide solely for the village square business area. It is intended for those uses customarily expected to be located in a downtown area.

A.
Any use permitted in the C-1 district;
B.
General merchandise stores: department and variety stores;
C.
Food, drug and beverage: grocery stores, supermarkets, meat markets, dairy product stores, retail bakeries, drug stores, liquor stores, restaurants and taverns;
D.
Specialty shops: apparel and accessory stores, shoe stores, jewelers, retail florists, gift shops, magazine, book and stationery stores, camera and photography shops, sporting goods stores, tobacco shops, art supply stores, galleries, furniture and carpet stores, music stores, paint and wallpaper stores, appliance dealers, antique stores, toy stores, plumbing, heating and air conditioning shops;
E.
Service stores: watch, shoe and hat repair stores, tailor shops and printing shop with not more than ten full-time regular employees;
F.
Entertainment and recreation: theaters and motion pictures, billiard and pool parlors;
G.
Meeting and lodge halls provided they are not on the main floor of the building or occupy street frontage on the main floor;
H.
Banks and financial institutions;
I.
Hotels;
J.
Signs, as permitted in Section 17.52.060;
K.
Accessory uses and buildings;
L.
Convenience type stores primarily for the retail sale of food, beverages and related products, and the retail sale of gasoline;
M.
Retail sale of automotive parts and accessories.

A.
Parking garages and decks;
B.
Public services: libraries, fire and police stations, municipal halls, other public buildings;
C.
Utility office buildings.
D.
Towers which comply with the provisions of Chapter 15.52 of this Code.
E.
A traditional neighborhood development overlay district ("TND") as defined at Section 17.52.055 of this Code, but only under the following conditions:
1.
The TND is approved as provided in this title.
2.
To the extent that the procedures generally applicable to the consideration and approval of a special use conflict with the procedures set forth at Section 17.52.055 of this Code for the consideration and approval of a TND, the procedures set forth at Section 17.52.055 shall apply.
3.
To the extent that the uses, minimum lot areas and dimensions, provisions governing building height, density or setbacks or other standards established in the approved final development plan for the TND conflict with the uses, minimum lot areas and dimensions, regulations governing building height, density or setbacks or other standards established in this title, the provisions of the approved final development plan for the TND shall apply.

The following conditional uses may be permitted in specific situations in accordance with the procedures outlined in Chapter 17.54 this Zoning Ordinance, as appropriate:
A.
Adult-use cannabis dispensing organization;
B.
Adult-use cannabis infuser organization;
C.
Adult-use cannabis processing organization;
D.
Adult-use cannabis transporting organization.

A.
Each commercial building to be allowed in the C-2 central business district shall provide a minimum lot area of two thousand five hundred square feet. With respect to lots used exclusively for residential purposes, the area requirements imposed in the R-2 residential district for the type of residential building existing or being constructed thereon shall apply;
B.
A twenty foot minimum lot width is required for commercial uses. With respect to lots used exclusively for residential purposes, the lot width requirement imposed in the R-2 residential district for the type of residential building existing or being constructed thereon shall apply.

In the C-2 central business district no building shall exceed fifty feet.

All buildings to be constructed, altered or moved in the C-2 district shall meet the following minimum requirements:
A.
Front yard - no minimum yard required except that on lots used exclusively for residential purposes, the front yard requirement imposed in the R-2 residential district shall apply;
B.
Side yard - no minimum yard required, except lots adjoining a residential district must provide a minimum side yard of ten feet. The side yard shall be increased five feet for every five feet, or fraction thereof, of building height over thirty feet. In any event, on lots used exclusively for residential purposes the side yard requirement imposed in the R-2 residential district shall apply;
C.
Rear yard - twenty feet. Where a rear lot line abuts an alley, one-half of the width of such alley may be considered in meeting the rear yard requirements. In any event, on lots used exclusively for residential purposes, the rear yard requirement imposed in the R-2 residential district shall apply.
