Lionshead Character Area
The Lionshead Character Area is bordered on the north, east and west by large areas of open lands managed by the United States Forest Service. The intent of the Community Plan is that any future development plans for the Light Industry and Public Facilities Zone include appropriate infrastructure and improved access across the Eagle River. Potential geologic hazards and critical winter elk habitat exist along the east side of the area. The Lionshead Character Area also includes civic and cemetery uses. Other than the railroad use that borders this area on the south, future industrial uses are discouraged.

(a)
This area is characterized by south-facing hillsides, environmentally sensitive areas and undeveloped open space. This area provides scenic views and vistas and typically contains distinctive natural features, such as rock outcroppings, drainage swales, hillsides and mountainsides, native plant communities and important wildlife habitat. These natural areas provide significant open space, recreation and educational opportunities to residents and visitors. Potential rock-fall hazards should be evaluated prior to any significant activities proposed in this area.

The purpose of this Recreation and Open Space Zone is to maintain attractive and scenic open space areas when viewed from Town. There are opportunities to enhance recreational opportunities while preserving the environmentally sensitive areas from intensive development. The existing open space and recreation uses are consistent with the intent of the Community Plan, which is to preserve the existing open character and wildlife habitat of this part of the Lionshead Character Area.

(a)
This area has been used for gravel processing area and as a contractors' storage area. Access is from Highway 24 across Cemetery Bridge, with an "at grade" railroad crossing. The area has limited utility service.
(b)
The purpose of this area is to accommodate a range of low-impact light industrial activities that are of limited duration and intensity, such as contractor trades, research and development institutions, wholesaling and small scale production, fabrication, assembly or processing activities to help provide a diversified employment base for the community. Uses established in this area should be screened to minimize the impact on surrounding open space and recreation areas. In addition, the purpose of the area is to limit uses to those that will not create traffic hazards, noise, dust, fumes, odors, smoke, vapor, vibration or industrial waste disposal problems, but their operating characteristics and appearance may have impacts not desirable in other areas within the Town.

(a)
This area is characterized by the Riverview Cemetery and Mausoleum which encompasses approximately 4.45 acres of south facing, gently sloped land. The Cemetery Zone consists of access drives, burial plots, a mausoleum, irrigated and non-irrigated turf areas, planting areas, as well as administrative, storage, and accessory buildings. The Cemetery Zone is bordered on the west, north, and east sides by generally open, vacant lands; and to the south by the Town of Minturn Public Works facility, Union Pacific Railroad right-of-way, and Little Beach Park.
(b)
The purpose of the Cemetery Zone is to provide appropriate zoning and associated standards for the Cemetery Zone District. The zone district is intended to provide regulations that allow for a cemetery and accessory uses associated with the Cemetery District.

(a)
The Planning Director shall approve the limited use based upon the submittal and review of the following material. The use shall be approved upon finding that the limited use:
(1)
Is not in conflict with applicable health, sanitation, safety or access regulations;
(2)
Is allowed by limited review in the subject zone district; and
(3)
Can be operated so that it is compatible with adjacent uses and negative impact to adjacent properties has been minimized.
(b)
Flea market.
(1)
Size: A flea market seeking approval for limited use review shall not exceed five thousand (5,000) square feet.
(2)
Location: The applicant shall demonstrate safe access to the site.
(3)
Parking: The applicant shall demonstrate that the parking provided is adequate to serve both the vendors and clientele of the market.
(4)
Operation: A flea market shall not produce noise, electrical or magnetic interference, vibration, heat, glare, odors, fumes, smoke or dust and shall not operate at such hours or in such a manner as to create a public nuisance or disturb neighbors.
(5)
Water, sanitation, solid waste: Proof shall be provided that adequate water and sanitation are in place for the property. Proof shall be provided that adequate solid waste storage and removal are in place.
(c)
Roadside stand.
(1)
Size: A roadside stand seeking approval for limited use review shall not exceed five hundred (500) square feet.
(2)
Location: The applicant shall demonstrate safe access to the site.
(3)
Parking: The applicant shall demonstrate that the parking provided is adequate to serve both the vendor and clientele of the roadside stand.
(4)
Operation: A roadside stand shall not produce noise, electrical or magnetic interference, vibration, heat, glare, odors, fumes, smoke or dust and shall not operate at such hours or in such a manner as to create a public nuisance or disturb neighbors.
(5)
Water, sanitation, solid waste: Proof shall be provided that adequate water and sanitation is in place for the property. Proof shall be provided that adequate solid waste storage and removal is in place.
